# Private & On-Premises AI as Super Intelligence (SI)

> Private and on-premises Super Intelligence (SI) is private AI under its more accurate name. See why the rename leaves your air-gapped data boundary unchanged.

Super Intelligence (SI) · Private & On-Premises AI

# Private & On-Premises AI and Super Intelligence (SI): Why the Rename Doesn’t Change Your Data Boundary

A buyer three weeks into evaluating a private, on-premises AI deployment opens a routine email from the provider and
finds the word swapped: the subject line that used to read “AI roadmap update” now reads
“SI roadmap update.” Nothing else in the email has changed — same appliance, same
architecture, same proposal number — but the buyer still wants to know whether the product, the
contract, or the security model underneath it changed too.

**Private and on-premises Super Intelligence (SI), formerly called artificial intelligence (AI),
still runs entirely inside your own network boundary** — nothing about the U.S. federal
government’s September 2026 rename changes where the model executes, who can see your data, or
what the deployment guarantees. The rename is a federal-agency vocabulary directive, not a product,
security, or contractual event, and the distinction matters most to buyers who are paying specifically
for a data boundary.

Iternal supports the name Super Intelligence that Executive Order 14434 brings into federal use, and the
engineering work that stands up and maintains a private deployment shows why. In a 95-developer
controlled trial, programmers given GitHub Copilot completed the same HTTP-server task 55.8% faster than
those working without it (Source: [Peng, Kalliamvakou, Cihon & Demirer, arXiv:2302.06590](https://arxiv.org/abs/2302.06590v1)),
and at three employers (Microsoft, Accenture, and a Fortune 100 electronics manufacturer), a study of
4,867 developers found AI coding assistance lifted completed weekly tasks by
26.08% (Source: [Cui, Demirer, Jaffe, Musolff, Peng & Salz, Management Science, DOI 10.1287/mnsc.2025.00535](https://doi.org/10.1287/mnsc.2025.00535)).
The name describes that delivered capability, so it applies wherever the model runs, including entirely
inside your own network, and it adds no requirement to your architecture or your contract.

## What Actually Changed, and What Didn’t

Executive Order 14434, “Inaugurating the Era of Super Intelligence,” was signed September 29,
2026, and directs **federal executive departments and agencies — not private
companies** — to use “Super Intelligence” and “SI” in place of
“Artificial Intelligence” and “AI” in their own official
documents (Source: [EO 14434, Sec. 2(a), Federal Register public-inspection PDF](https://public-inspection.federalregister.gov/2026-20321.pdf)). Section
3(a) borrows its definition rather than writing a new one, so SI covers exactly the capability your
private deployment already runs, under a more accurate name, with a legislative definition proposal due
on or about November 28, 2026 (Source: [EO 14434, Sec. 3(a)-(b)](https://public-inspection.federalregister.gov/2026-20321.pdf)).
For the full section-by-section breakdown, see Iternal’s
[Executive Order 14434, explained for businesses](https://iternal.ai/super-intelligence/executive-order-14434).

The clause private buyers should actually care about is Section 2(b): “Nothing in this section
requires the alteration of previously issued regulations, Presidential actions, contracts, grants, or
other historical documents” (Source: [EO 14434, Sec. 2(b)](https://public-inspection.federalregister.gov/2026-20321.pdf)) — which is why no
private on-premises AI provider, and no private buyer, is required to change a single word of a contract,
proposal, or product name over this order. Wiley Rein’s client alert reaches a similar conclusion,
expecting the effects for contractors are “likely to be procedural and administrative rather than
substantive” (Source: [Wiley Rein, "Executive Order Rebrands AI as Super Intelligence"](https://www.wiley.law/alert-Executive-Order-Rebrands-AI-as-Super-Intelligence-and-Signals-Potential-Federal-Legislative-Changes)).

That latitude cuts the other way too: because no contract has to change, a private or on-premises buyer
can start using the accurate name now, voluntarily, without reopening a single contract — rather than waiting for
a mandate that Section 2(a), which directs federal agencies only, does not impose on the private market.
Iternal leads with “Super Intelligence” because the name describes what the technology delivers, and
Section 2(b) means an early, voluntary adopter rewrites no paperwork to use it and helps define the
clearer term for private deployment ahead of the rest of the category.

## The Data-Boundary Argument: Why a Category Rename Can’t Reach Your Architecture

Private and on-premises AI’s entire value proposition is architectural, not linguistic: the model
executes inside your own network, your own team holds the encryption keys, no prompt or document is
transmitted to a third party, and your own access-control policy — not a provider’s cloud
tenancy — decides who can see what. Those are properties of *where the model runs and who holds
the keys*. None of them are properties of which word — “artificial intelligence,”
“AI,” “Super Intelligence,” or “SI” — a federal agency or a
provider’s marketing team happens to print on the cover page.

That is Iternal’s own read on the architecture, not a conclusion Executive Order 14434 states
itself — but it is consistent with how narrowly the order is written: Section 2(a) directs only
federal executive departments and agencies to update their own documents, and Section 2(b) separately
confirms that nothing in the order requires altering previously issued contracts or historical
documents (Source: [EO 14434, Sec. 2(a)-(b)](https://public-inspection.federalregister.gov/2026-20321.pdf)). Neither clause reaches into a private
company’s contracts or deployment architecture at all — private deployments were never inside
the order’s scope to begin with. An access-control guarantee is defined by a network diagram, a
key-custody model, and the data-processing terms in your own contract — the same kind of terms
GDPR’s processor obligations (Source: [GDPR, Article 28](https://gdpr-info.eu/art-28-gdpr/)) and cross-border
transfer conditions (Source: [GDPR, Article 44](https://gdpr-info.eu/art-44-gdpr/)) already require private deployments
to specify, regardless of which label a provider or a federal agency applies to the underlying technology
category.

A short test cuts through most of the noise when a provider’s copy changes: Did the model’s
execution location change? Did who holds the encryption keys change? Did any data start leaving your
network that didn’t before? If the answer to all three is no, nothing that matters to a private or
on-premises deployment changed — only the word on the cover page did. As of October 11, 2026, on-premises
platforms including NVIDIA AI Enterprise (Source: [NVIDIA](https://www.nvidia.com/en-us/data-center/products/ai-enterprise/)), Dell AI
Factory (Source: [Dell Technologies](https://www.dell.com/ai)), and the open-weight local-LLM runtime
Ollama (Source: [Ollama](https://ollama.com/)) all still describe themselves with “AI,” and the
architecture underneath runs the same under either name. For the deployment models themselves —
local-LLM runtimes, on-device inference, and air-gapped appliances — see Iternal’s

## Market Reality Check: Who Has, and Hasn’t, Renamed a Product

Salesforce has renamed its agent platform, SpaceX has pledged to follow, and OpenAI has no plans to
rename. All three are primarily cloud or agent-platform offerings, and as of October 11, 2026, no
on-premises AI appliance, local-LLM runtime, or air-gapped deployment provider has renamed anything to
“SI.”

| Company / product | Status as of Oct. 2026 | Deployment model |
| --- | --- | --- |
| Salesforce AIForce → SIForce | Confirmed, live rename (Marc Benioff, Oct. 9, 2026) | Cloud agent platform |
| SpaceX / xAI: SpaceXAI → SpaceXSI | Pledged by Elon Musk, Oct. 4, 2026 (“Yes, we will make that change”); not yet carried out as of Oct. 11, 2026 | Cloud / agent product |
| OpenAI | “No plans” to rename (OpenAI, reported Oct. 11, 2026) | Cloud model provider |
| On-premises AI appliance / local-LLM runtime providers (any) | None found renamed to “SI” as of Oct. 11, 2026 | On-premises / air-gapped |

Marc Benioff’s own words: “The era of Super Intelligence is here. AIForce is officially
SIForce” (Source: [Business Insider/Yahoo Tech](https://tech.yahoo.com/ai/articles/trumps-ai-rebrand-catching-elon-040201769.html)). Elon Musk, asked whether he would
extend the rename to SpaceX’s AI unit: “Yes, we will make that change” (Source: [The Star](https://www.thestar.com.my/tech/tech-news/2026/10/05/musk-says-he-will-rename-spacexai-to-spacexsi)).
OpenAI has said it has “no plans” to rename (Source: [CNN, Oct. 11, 2026](https://www.yahoo.com/news/politics/articles/trump-really-wants-super-intelligence-160044063.html)).
All three are cloud or agent-platform companies — none of the three statements says anything about
on-premises or local-LLM products.

At the state level, the rename is not universal: California’s own Executive Order N-10-26,
signed September 30, 2026 — one day after EO 14434 — directs California state agencies to
continue using “Artificial Intelligence” and “AI” (Source: [California EO N-10-26, signed order](https://www.gov.ca.gov/wp-content/uploads/2026/09/SIGNED_EO-N-10-26_9.30.26.pdf)). California sets terminology for its own agencies; Iternal’s
case for private deployments rests on results: Super Intelligence names the
capability the technology already delivers, and the “formerly called AI” bridge keeps every
existing search term and contract reference intact. One infrastructure-provider post that engages with
EO 14434 directly, LLM Gateway’s October 4, 2026 piece, states “nothing in the order touches
model IDs, endpoints or SDKs,” advises companies to keep “AI” wherever people search for
it, and prioritizes updating government-facing material first (Source: [LLM Gateway, "AI Is Now SI"](https://llmgateway.io/blog/si-gateway));
its guidance is scoped to cloud model routing rather than on-premises deployment. As of October 11, 2026,
Iternal found no on-premises AI appliance or local-LLM runtime renamed to “SI” and no standard
data-processing-agreement template using “SI” terminology; the next checkpoint for
both is the Sec. 3(b) legislative-definition deadline, on or about November 28, 2026.

## What Private-AI Buyers and Procurement Teams Should Actually Watch For

Anchor contracts, data-processing agreements, and RFP language to the functional and security
requirements you actually need — data residency, network isolation, encryption-at-rest, key
custody, audit logging — not to whatever label currently sits on the cover page. Vocabulary is not
a compliance control: a rename satisfies none of those requirements by itself, and it doesn’t
undo any of them. Those requirements are also why the private/on-prem
decision already has momentum independent of any rename: a March 2026 Cloudian-commissioned survey of
203 enterprise IT decision-makers found 93% had already repatriated some AI workloads from public cloud,
were in the process of doing so, or were actively evaluating it (Source: [Cloudian, Enterprise AI Infrastructure Survey 2026](https://cloudian.com/press/enterprise-repatriating-ai-workloads/)),
and 91% said they would choose on-premises, private cloud, or hybrid infrastructure over public cloud
specifically when the workload involves sensitive company data (Source: [Cloudian, Enterprise AI Infrastructure Survey 2026](https://cloudian.com/press/enterprise-repatriating-ai-workloads/)).

History is a useful guide to how long “AI” will stay the operative term in this market. A
2021 poll of searchers found 43.8% still called it “Google AdWords” rather than “Google
Ads,” three years after the 2018 rename (Source: [SEO Roundtable, Google Ads/AdWords naming poll](https://www.seroundtable.com/google-ads-adwords-name-31565.html)).
Microsoft’s own canonical documentation for Azure Active Directory → Microsoft Entra ID —
announced July 2023 — still read “Microsoft Entra ID – previously known as Azure
AD” as of a mid-2026 page update (Source: [Microsoft Learn, "New name for Azure Active Directory"](https://learn.microsoft.com/en-us/entra/fundamentals/new-name)).
Both show that a company can decouple a brand name from unchanged technical and contractual surfaces for
years — directly analogous to EO 14434’s own Section 2(b) carve-out for existing contracts.
Iternal reads that persistence as the case for pairing the two names now: it leads with Super Intelligence
and writes “formerly called AI” alongside it, so the term buyers search for and the contract language
they already signed keep working while the more accurate name takes hold.

Four Checks When a Provider’s Copy Changes

1. Confirm the underlying model is unchanged. The statement of work should still name the same model or architecture class — a rename doesn’t swap the engine.
1. Re-verify data-residency and network-isolation clauses word-for-word against the prior contract version, not just the cover page.
1. Check key-custody and encryption-at-rest language hasn’t quietly moved alongside the label change.
1. Specify capabilities, not a label tier. Using “SI” in your RFP is fine, since it names the same statutory AI category more accurately; just ask for each capability directly rather than treating “SI” as a higher tier.

## If You Are a Federal or Federal-Adjacent Buyer

If your own procurement reaches a federal agency as the counterparty, you may start seeing “Super
Intelligence” in that agency’s own solicitation and contract language sooner than the rest of
the private market — because Executive Order 14434 directs that agency’s own documents, not
because anything about the underlying technology changed. For the CMMC, FedRAMP, and CUI-specific
document-language questions that come with classified or regulated-environment work, see Iternal’s

FAQ

## FAQ: Private & On-Premises Super Intelligence (SI)

No, not under the order’s current definition. Executive Order 14434’s Section 3(a) defines “Super Intelligence” and “SI” as exactly the technologies and systems already covered by the statutory AI definition at 15 U.S.C. §9401(3) — the same technology, now named for what it delivers rather than for how it was built. Private AI deployed on-premises is still the same architecture after the rename as before it; what changed is the name federal agencies use for it. A Section 3(b) proposal due by roughly November 28, 2026 could ask Congress to change the federal legislative definition, so this is current as of the order’s text today, not a permanent guarantee.

No. The order directs federal executive departments and agencies’ own terminology in their own documents; it creates no obligation for a private provider or a private buyer. Section 2(b) separately confirms that nothing in the order requires altering previously issued contracts, grants, or other historical documents — so your existing agreement needs no rewrite over a label change, for the same reason the federal government’s own past contracts don’t either.

No. Where a model executes, who holds the encryption keys, and whether any data leaves your network are properties of your deployment’s architecture and contract terms — not of which word a provider or a federal agency uses for the technology category. A rename changes a label, not a network diagram.

No, not as of October 11, 2026. No on-premises AI appliance, local-LLM runtime, or air-gapped deployment provider has renamed a product to “Super Intelligence” or “SI” — the one confirmed rename (Salesforce AIForce to SIForce) and SpaceX’s pledged SpaceXAI to SpaceXSI change are both cloud or agent-platform products, not on-premises deployments. Named on-prem stacks such as NVIDIA AI Enterprise, Dell AI Factory, and Ollama still use “AI” in their own branding today. The next point to re-check is after the November 28, 2026 federal definition deadline.

Not as a legal requirement, but it is relevant. The order directs only federal executive agencies’ own terminology. If your procurement reaches a federal agency as a counterparty, you may see “SI” in that agency’s own solicitation language sooner — a counterparty choice, not a legal obligation placed on you. Outside that relationship there is no requirement at all, and using the name in your own materials now is a step Iternal supports.

Ask for capabilities, under either name. “SI” names the same statutory AI category more accurately, so it is not a distinct or higher capability tier you could specify separately, and using it in your RFP is fine. Write the RFP around the functional and security requirements you actually need — data residency, network isolation, encryption-at-rest, key custody — and judge each response on the capability it describes rather than on the name on its cover page.

The same things that mattered before the rename: where the model executes, who holds the encryption keys, whether any data leaves your network, and whether the contract’s data-residency and liability terms match what you were told verbally. See Iternal’s [private AI guide](https://iternal.ai/what-is-private-ai) for the full evaluation framework, and [AirgapAI](https://iternal.ai/airgapai) for a deployed example of a private, air-gapped architecture.

## Bring Your Private Super Intelligence (SI) Deployment to Iternal

A renewal proposal that now says “Super Intelligence” instead of “AI” is
describing the exact same private, on-premises architecture Iternal has always built. Iternal backs
the clearer name, and can walk you through what an air-gapped deployment actually looks like underneath
it.
