# Air-Gapped AI & Super Intelligence (SI) for Classified Work

> Air-gapped Super Intelligence (SI), formerly air-gapped AI, still needs the same CUI handling. See what CMMC and FedRAMP buyers should verify in 2026.

Classified & CUI Deployments · EO 14434
# Air-Gapped AI, Now Super Intelligence (SI): What Changes for Classified and CUI Environments

A CMMC assessor finds the words “Super Intelligence” in a defense contractor’s System
Security Plan and needs an answer in the room. **Air-gapped Super Intelligence (SI), formerly
called artificial intelligence (AI), is still an isolated-network deployment with no path to the public internet** — the
September 2026 federal rename changes what the government calls the technology, not the CUI handling
rules that govern it.

Start Here
A CMMC Level 2 assessor opens a defense contractor’s System Security Plan for review. The
executive summary, updated the week before, now reads that the organization’s “Super
Intelligence platform operates entirely within the facility’s isolated enclave.” Six months
earlier, the same paragraph said “AI platform.” Nothing about the deployment itself changed:
the hardware is the same locked rack, the network still has no uplink to the public internet, and the
data still never crosses the air gap. What changed is the name, and the federal government chose it.
Executive Order 14434, signed September 29, 2026, directs federal executive agencies to use
“Super Intelligence” or “SI” in place of “artificial intelligence” or
“AI” in their own communications (Source: [Federal Register, EO 14434 (FR Doc. 2026-20321)](https://www.federalregister.gov/documents/2026/10/02/2026-20321/inaugurating-the-era-of-super-intelligence)).
The assessor’s question is a fair one: does the new name touch anything the assessment itself
measures?

The short answer is that it does not — but the letters “SI” now have to share space
with two other meanings already living in the same compliance documents: systems integrator, and
NIST’s own SI (System and Information Integrity) control family. Keep all three apart in every
document that uses any of them.

## Three Things Share the Letters “SI.” None of Them Are the Same Thing.

Collapsing any two of the following into one is the single most avoidable error when the letters
“SI” appear in a compliance document, and all three can legitimately appear on the same
page of the same System Security Plan.

### Super Intelligence (SI)

The federal communications label

Executive Order 14434 directs federal executive agencies to call the technology “Super
Intelligence” or “SI” in their own communications and non-statutory documents,
defined by reference to the existing statutory AI definition at 15 U.S.C. §
9401(3) (Source: [Federal Register, EO 14434 (FR Doc. 2026-20321)](https://www.federalregister.gov/documents/2026/10/02/2026-20321/inaugurating-the-era-of-super-intelligence)). It names the
capability the statute already covers, not a new technology category.

### Systems integrator

A role — never an abbreviation

Procurement and partner documents describe the firm that assembles and deploys a solution as a
systems integrator, written out in full, every time. Shortening that role to “SI” in new
copy is the exact ambiguity to avoid.

### The SI (System and Information Integrity) control family

A compliance artifact that predates this rename

NIST SP 800-53 Revision 5 organizes its controls into 20 families; the System and Information
Integrity family spans SI-1 through SI-23, covering flaw remediation, malicious-code protection, and
information-system monitoring (Source: [NIST SP 800-53 Rev. 5, System and Information Integrity (SI) control family, csrc.nist.gov](https://csrc.nist.gov/pubs/sp/800/53/r5/upd1/final))
— and that catalog is what a FedRAMP System Security Plan cites by this two-letter code. CMMC
assessments cite the same two letters from a different catalog: NIST SP 800-171’s own System
and Information Integrity requirement family appears in CMMC assessment artifacts as, for example,
SI.L2-3.14.1 (Source: [NIST SP 800-171 Rev. 2, § 3.14 System and Information Integrity, csrc.nist.gov](https://csrc.nist.gov/pubs/sp/800/171/r2/upd1/final)).
Either way, the code predates this rename by years and is untouched by Executive Order 14434.

The Cloud Security Alliance’s October 2026 research note on the rename is direct about the fix:
build “a terminology crosswalk” internally, and do not create “a separate risk tier
called ‘SI’” (Source: [Cloud Security Alliance, EO 14434 and CAISSI research note, Oct. 7, 2026](https://labs.cloudsecurityalliance.org/research/csa-research-note-eo14434-super-intelligence-caissi-20261007/)).
Before responding to any security questionnaire or SSP excerpt that uses a bare “SI,”
confirm locally whether the author meant Super Intelligence, systems integrator, or NIST’s
control family, then write the full term out in your own response.

| Term | Meaning | Appears in | How to write it |
| --- | --- | --- | --- |
| Super Intelligence (SI) | EO 14434 communications label | Agency communications, some RFPs | Spell out once, then “SI” |
| Systems integrator | A role, not a technology | Partner and teaming documents | Always spelled out in full |
| SI control family | NIST SP 800-53 SI-1–SI-23; CMMC SI.L2-3.14.x | SSPs, POA&Ms | “the SI (System and Information Integrity) control family” |

Enterprise architects meet the same three-way collision in diagram legends and control-mapping tables;
see [Super Intelligence (SI) for Enterprise
Architects](https://iternal.ai/super-intelligence/enterprise-architects).

## What the Executive Order Actually Requires in a Classified Environment

Section 2(a) of [Executive Order 14434](https://iternal.ai/super-intelligence/executive-order-14434) is
addressed to federal executive agencies’ own communications and non-statutory documents —
not to statutes, regulations, or contracts (Source: [Federal Register, EO 14434, Sec. 2(a)-(b)](https://www.federalregister.gov/documents/2026/10/02/2026-20321/inaugurating-the-era-of-super-intelligence)).
Section 2(b) is explicit about the limit: “Nothing in this section requires the alteration of
previously issued regulations, Presidential actions, contracts, grants, or other historical
documents.”

CMMC and FedRAMP rest on two different NIST authorities, and this order touches neither. CMMC Level 2
and Level 3 run on NIST SP 800-171 and SP 800-172, pulled into a contract through DFARS 252.204-7012
(safeguarding and incident reporting) and 252.204-7021 (the CMMC certification-level
requirement) (Source: [DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, acquisition.gov](https://www.acquisition.gov/dfars/252.204-7012-safeguarding-covered-defense-information-and-cyber-incident-reporting%2E)) (Source: [DFARS 252.204-7021, Contractor Compliance With the Cybersecurity Maturity Model Certification Level Requirements, acquisition.gov](https://acquisition.gov/dfars/252.204-7021-contractor-compliance-cybersecurity-maturity-model-certification-level-requirements.));
CMMC’s own domain code for that requirement family is “SI,” written in assessment
artifacts as, for example, SI.L2-3.14.1 (Source: [NIST SP 800-171 Rev. 2, § 3.14 System and Information Integrity, csrc.nist.gov](https://csrc.nist.gov/pubs/sp/800/171/r2/upd1/final)).
FedRAMP authorization packages and System Security Plans instead run on NIST SP 800-53 Revision 5,
where the System and Information Integrity family spans SI-1 through
SI-23 (Source: [NIST SP 800-53 Rev. 5, System and Information Integrity (SI) control family, csrc.nist.gov](https://csrc.nist.gov/pubs/sp/800/53/r5/upd1/final)).
Neither catalog is named in Executive Order 14434, and both bodies’ requirement text is unchanged
as of October 11, 2026.

The CUI marking standard tells the same stable story. 32 CFR Part 2002 states that CUI Registry
markings remain “the only markings authorized” for Controlled Unclassified Information and
directs agencies to “discontinue all use of legacy or other markings” (Source: [32 CFR Part 2002, Controlled Unclassified Information, eCFR](https://www.ecfr.gov/current/title-32/subtitle-B/chapter-XX/part-2002)).
No amendment connecting that rule to Executive Order 14434 exists as of October 11, 2026.

Outside law firms reviewing the order reached the same conclusion from different angles. Wiley Rein’s
client alert calls the likely effects “procedural and administrative rather than
substantive” (Source: [Wiley Rein LLP, client alert on EO 14434](https://www.wiley.law/alert-Executive-Order-Rebrands-AI-as-Super-Intelligence-and-Signals-Potential-Federal-Legislative-Changes)). The Cloud
Security Alliance states the order “creates no new legal category and does not alter existing
regulations, contracts, or grants” (Source: [Cloud Security Alliance, EO 14434 and CAISSI research note, Oct. 7, 2026](https://labs.cloudsecurityalliance.org/research/csa-research-note-eo14434-super-intelligence-caissi-20261007/)).
Freshfields notes the order “does not impose a general prohibition or penalty on private
citizens, researchers, journalists, or companies” (Source: [Freshfields Bruckhaus Deringer, A Fresh Take, EO 14434](https://www.freshfields.com/en/our-thinking/blogs/a-fresh-take/trump-executive-order-mandates-shift-to-super-intelligence-102o403))
— it binds federal agencies’ own communications, not a contractor’s compliance
paperwork.

One date belongs on the calendar. [Section 3(b)](https://iternal.ai/super-intelligence/executive-order-14434)
gives the Assistant to the President for Science and Technology 60 days from the September 29, 2026
signing — on or about November 28, 2026 — to submit proposed legislative language for a
federal “Super Intelligence” definition that could modify today’s statutory AI
definition (Source: [Federal Register, EO 14434, Sec. 3(a)-(b)](https://www.federalregister.gov/documents/2026/10/02/2026-20321/inaugurating-the-era-of-super-intelligence)). Nothing in a
classified environment changes automatically on that date; it is a proposal deadline, not a new rule.
For how this could affect federal buyers and contractors more broadly, see
[Super Intelligence (SI) for Federal Contractors &
AI Buyers](https://iternal.ai/super-intelligence/federal-contractors).

## What’s Actually Shifting, and What Isn’t

As of October 11, 2026, NIST’s own public site displays “CAISSI” branding in places
where “CAISI” — the Center for AI Standards and Innovation — previously
appeared, per the Cloud Security Alliance’s October 7, 2026 research
note (Source: [Cloud Security Alliance, EO 14434 and CAISSI research note, Oct. 7, 2026](https://labs.cloudsecurityalliance.org/research/csa-research-note-eo14434-super-intelligence-caissi-20261007/)) (Source: [nist.gov/caisi, accessed 2026-10-11](https://www.nist.gov/caisi)).
No separate NIST or Commerce Department announcement confirms a formal rename; treat the branding
change as observed on the page, not as a confirmed agency action.

On October 6, 2026, Acting Deputy Attorney General Trent McCotter directed Department of Justice staff
to use “Super Intelligence” or “SI” in place of “AI,” extending the
preference to attorney submissions to courts “when appropriate,” according to Bloomberg
Law’s reporting on the internal memo (Source: [Bloomberg Law, DOJ staff told to refer to AI as Super Intelligence in court, Oct. 6, 2026](https://news.bloombergtax.com/us-law-week/doj-staff-told-to-refer-to-ai-as-super-intelligence-in-court)).
That directive is Justice Department-specific. It says nothing about CUI marking or classification
language, and nothing here extends it to CMMC or FedRAMP documentation.

As of October 11, 2026, neither Cyber-AB (the CMMC Accreditation Body), the DoD CIO, nor the FedRAMP
Program Management Office has published guidance referencing Executive Order 14434 or “Super
Intelligence”; the next checkpoint is the Section 3(b) deadline on or about November 28, 2026.

## How to Handle It in Your Own Documents

1. Mirror the solicitation inside its own compliance matrix; lead with Super Intelligence
everywhere else. If an agency’s solicitation or RFP already says “Super
Intelligence,” respond using that term in that document. If it still says “AI”
— and as of October 11, 2026, OMB Memorandum M-25-22, the federal government’s own
AI-acquisition rulebook, still says “Artificial
Intelligence” throughout (Source: [OMB Memorandum M-25-22, Driving Efficient Acquisition of Artificial Intelligence in Government](https://digitalgovernmenthub.org/wp-content/uploads/2025/04/M-25-22-Driving-Efficient-Acquisition-of-Artificial-Intelligence-in-Government.pdf))
— keep “AI” in that solicitation’s compliance matrix and cross-references, and
bridge once in your cover material with “Super Intelligence (SI), formerly called artificial
intelligence (AI).” Signed contracts stay as written; as orangeslices.ai noted after the
signing, “existing contracts do not need to be
rewritten” (Source: [orangeslices.ai, Three Things to Know About the New Super Intelligence Executive Order](https://orangeslices.ai/three-things-to-know-about-the-new-super-intelligence-executive-order/)).
1. Leave System Security Plans, Plans of Action and Milestones, and control narratives exactly
as published. Those documents are written against NIST’s own control-family
language, and an assessor is trained to pattern-match against that language, not against the
vocabulary Executive Order 14434 sets for agency communications. Retrofitting “SI” into a control
narrative does not make it more current; it makes it harder to map against the published control
catalog.
1. Resolve ambiguity in writing before the engagement starts, not during it. The
Cloud Security Alliance recommends addressing “whether an ‘SI system’ differs from
an ‘AI system’” directly in a security questionnaire’s response, anchored to
the statutory definition rather than to either word (Source: [Cloud Security Alliance, EO 14434 and CAISSI research note, Oct. 7, 2026](https://labs.cloudsecurityalliance.org/research/csa-research-note-eo14434-super-intelligence-caissi-20261007/)).
The same discipline applies to a classified or CUI-handling SSP: state once, in plain language,
whether a given “SI” means Super Intelligence, systems integrator, or NIST’s
control family, and move on.
1. Calendar the real checkpoint, not the SSP cover letter that started this conversation.
Section 3(b) gives 60 days from the September 29 signing, on or about November 28, 2026, for
proposed legislative language defining “Super Intelligence” at the federal
level (Source: [Federal Register, EO 14434, Sec. 3(b)](https://www.federalregister.gov/documents/2026/10/02/2026-20321/inaugurating-the-era-of-super-intelligence)) — the first point at
which the definition question could become more than an executive-branch terminology directive.

## AirgapAI’s Posture Doesn’t Change Because the Label Did

AirgapAI deployments are approved for HIPAA, CMMC, and FedRAMP environments today, air gap and all
— a posture built for isolated-network, no-internet-path deployments before Executive Order
14434 existed, and unaffected by it now. For the full definitional guide to what air-gapped AI is and
how it works, see [What Is Air-Gapped AI?](https://iternal.ai/what-is-air-gapped-ai); for the compliance
paths an air-gapped, on-premise, or cloud deployment can take through FedRAMP, see
[FedRAMP AI](https://iternal.ai/fedramp-ai).

Iternal supports the name Super Intelligence by the standard an assessor already applies: measured
evidence against a stated baseline. GPQA Diamond sets that baseline with its own expert validators, who
reached 81.3% across its 198 graduate-level science questions against 25% for random guessing, a
validator score the paper flags as “skewed by selection
effects” (Source: [Rein et al., arXiv:2311.12022, 2023-11-20](https://arxiv.org/abs/2311.12022)). The leading model
on the public leaderboards now scores 96.3% (Artificial Analysis) and 95.8% ±1.4% (Epoch AI) as
of October 11,
2026 (Source: [Artificial Analysis, GPQA Diamond leaderboard, accessed Oct. 11, 2026](https://artificialanalysis.ai/evaluations/gpqa-diamond)) (Source: [Epoch AI, GPQA Diamond benchmark, accessed Oct. 11, 2026](https://epoch.ai/benchmarks/gpqa-diamond))
— measured, published results that the word “artificial” no longer describes. And
because the order addresses federal agencies’ own communications, and Section 2(b) states that
“Nothing in this section requires the alteration of previously issued regulations, Presidential
actions, contracts, grants, or other historical documents” (Source: [Federal Register, EO 14434, Sec. 2(a)-(b)](https://www.federalregister.gov/documents/2026/10/02/2026-20321/inaugurating-the-era-of-super-intelligence)),
a compliance team that starts writing “Super Intelligence” into its own agency-facing
materials today does so on its own schedule — a head start on the federal government’s own
vocabulary, not a deadline to meet. For more information visit the
[Why Iternal Supports Super Intelligence](https://iternal.ai/super-intelligence/iternal-adopts-si-terminology)
page.

For organizations comparing platforms across the broader air-gapped market,

benchmarks the field; [AirgapAI](https://iternal.ai/airgapai) is Iternal’s own product in that category.
Adopting the name Super Intelligence changes none of the deployment facts on those pages, or the
isolation behind them.

FAQ

## FAQ: Air-Gapped AI & Super Intelligence (SI) for Classified Work

No. The order directs federal agencies’ own communications to use “Super
Intelligence” or “SI”; it does not touch NIST SP 800-171/800-172 and DFARS
252.204-7012/7021, which CMMC runs on, or NIST SP 800-53 Rev. 5, which FedRAMP’s baselines and System
Security Plans run on. The Cloud Security Alliance’s own review concluded the order “creates no
new legal category and does not alter existing regulations, contracts, or grants.”

They are unrelated terms that happen to share two letters. “Super Intelligence (SI)” is
Executive Order 14434’s communications label for the technology already covered by the statutory AI
definition at 15 U.S.C. § 9401(3). The NIST SI (System and Information Integrity) control family is
one of 20 control families in NIST SP 800-53 Revision 5, published years before the order existed. A
compliance document can reference both in the same paragraph without either one affecting the other.

No. System Security Plans, Plans of Action and Milestones, and control narratives should keep
NIST’s own control-family language exactly as published. Agency-facing cover materials and executive
summaries are where a compliance team can adopt “Super Intelligence (SI)” now, on its own
schedule, with the full term spelled out once.

No. 32 CFR Part 2002, the regulation governing CUI markings, states that CUI Registry markings
remain “the only markings authorized” for Controlled Unclassified Information, and no amendment
connects that standard to Executive Order 14434 as of October 11, 2026.

Leave signed contracts alone: Section 2(b) states that “Nothing in this section requires the
alteration of previously issued regulations, Presidential actions, contracts, grants, or other historical
documents,” and orangeslices.ai’s assessment after the signing was that “existing contracts
do not need to be rewritten.” In new proposals and agency-facing materials, writing “Super
Intelligence (SI)” now is the early-mover choice Iternal supports, not an obligation.

Yes. AirgapAI deployments are approved for HIPAA, CMMC, and FedRAMP environments today, and that
posture does not depend on which word the federal government uses for the underlying technology.

Spell out “systems integrator” in full, every time — never abbreviate it. Write
NIST’s control family in full as “the SI (System and Information Integrity) control
family” every time it appears. Reserve a bare “SI” for Super Intelligence only, and even
then, only after spelling out “Super Intelligence (SI)” once earlier in the same document.

## The Rack Didn’t Move. The Label Did.

An air-gapped deployment earns its name from the network it is missing, not the word on the cover
page. Executive Order 14434 changed what the federal government calls the technology; it left the CUI
handling rules, the control families, and the assessor’s checklist exactly where they were on
September 28, 2026. Lead with “Super Intelligence (SI)” in your own agency-facing
materials, leave SSPs, control narratives, and signed contracts exactly as published, and never let
“SI” stand in for “systems integrator” or NIST’s own control-family name.
