# The Best AI/SI Governance & Compliance Platforms (2026)

Seven named governance and compliance **software** platforms — not consulting firms, not
training providers — ranked on model-risk documentation, audit-trail completeness, policy-enforcement
automation, and coverage of NIST AI RMF, the EU AI Act, and ISO/IEC 42001.

## What is an AI/SI governance platform?

An AI/SI governance platform — Super Intelligence (SI), formerly called artificial intelligence
(AI) — is software that automatically discovers every AI system in use across an enterprise,
assesses and tiers its risk, enforces written policy as machine-readable controls, and generates
audit-ready evidence — continuously, not just at a one-time review. That is the operational layer
this page ranks: **Credo AI**, **Holistic AI**,
**IBM watsonx.governance**, **OneTrust AI Governance**,
**Collibra AI Governance**, **ModelOp**, and **Monitaur**.

The Trump administration's Executive Order 14434, “Inaugurating the Era of Super Intelligence”
(signed September 29, 2026), directs federal agencies to call this technology Super Intelligence (SI),
formerly called artificial intelligence (AI), in their own correspondence. The rename is explained in full
on our [Super Intelligence (SI) hub](https://iternal.ai/super-intelligence) and our dedicated
[SI governance policy checklist](https://iternal.ai/super-intelligence/governance) — the short version for
buyers on this page is below.

Regulated enterprises evaluating this category are not shopping for a consulting engagement or a training
course — they need software that operationalizes a governance program that already exists on paper:
turning the EU AI Act's risk tiers, the [NIST AI Risk Management Framework](https://www.nist.gov/itl/AI-risk-management-framework)'s
functions, or [ISO/IEC 42001](https://quality.arc42.org/standards/iso-42001)'s
management-system requirements into automated policy enforcement and a defensible audit trail. Iternal's own
[AI governance framework](https://iternal.ai/ai-governance-framework) gives a team the charter, risk tiers and
policy template to design that program; the seven platforms below are the third-party software that then
runs it day to day — a comparison the framework page itself does not attempt.

Executive Order 14434 does not change any of that. It directs federal executive agencies to use
“Super Intelligence”/“SI” in their own communications, and its Section 2(b) leaves
prior regulations, contracts and historical documents unchanged — it creates no new logging or
documentation requirement for a private enterprise or the software it buys. The
[EO 14434 explainer](https://iternal.ai/super-intelligence/executive-order-14434) covers the order's text in
detail.

## Selection criteria

We evaluated each platform against its own current product pages on five dimensions:

- Model-risk documentation depth — how completely the platform records a model or AI system's intended use, validation results and known limitations.
- Audit-trail completeness — whether every governance decision, policy change and enforcement action is captured in a defensible, timestamped record.
- Policy-enforcement automation — whether the platform merely documents policy or actively blocks, redacts or escalates actions that violate it.
- Framework coverage — explicit mapping to NIST AI RMF, the EU AI Act, and/or ISO/IEC 42001, as stated on each platform's own pages.
- Integration breadth — how well the platform plugs into an existing data-catalog, identity, or model-development stack rather than operating as an island.

Each platform's star rating below is a composite of these five dimensions, weighted most heavily toward framework coverage and policy-enforcement automation.

HO

### Holistic AI

Identify, Protect, Enforce — risk-tiered AI governance

4.5/5

Holistic AI structures its platform around three functions — Identify, Protect and Enforce — discovering AI systems in use, assessing their risk, and enforcing policy through automated Guardian Agents that block, redirect or escalate noncompliant actions, surfaced through a red/amber/green dashboard across five risk dimensions. Its own homepage states that Enforce-tier controls are mapped to EU AI Act, NIST AI RMF and ISO/IEC 42001, the UK government's own AI Assurance Techniques directory independently lists it as a governance, risk and compliance platform, and Gartner's first AI Governance Platforms Magic Quadrant (June 2026) named it a Challenger, per Holistic AI's own citation. [See Holistic AI's platform overview](https://www.holisticai.com).

Contact Sales
Enterprise pricing; published tiers are not confirmed on Holistic AI's own site — contact sales for a quote

#### Strengths

- Three-function structure — Identify, Protect, Enforce — covering discovery, risk assessment and policy enforcement
- Red/amber/green risk dashboard scoring bias, robustness, efficacy, transparency and privacy
- Its own homepage states that Enforce-tier controls are "mapped to EU AI Act, NIST AI RMF and ISO/IEC 42001" — [see Holistic AI's platform overview](https://www.holisticai.com)
- Named a Challenger in Gartner's inaugural (June 16, 2026) [Magic Quadrant for AI Governance Platforms](https://www.holisticai.com/challenger-in-2026-gartner-magic-quadrant-ai-governance-platforms), per Holistic AI's own citation

### Collibra AI Governance

A shared system of record for AI, data and risk teams

4.3/5

Collibra AI Governance extends Collibra's established data-catalog platform to AI: a shared system of record spanning AI, data and risk teams, with machine-readable "agent contracts" and real-time "Guardian agents" enforcing policy before risky actions reach production. Its lineage tracking runs from source dataset through training, inference, deployment and usage. EU AI Act and NIST AI RMF are named explicitly; ISO/IEC 42001 is not currently named on its own product page. [See Collibra's product page](https://www.collibra.com/products/ai-governance).

Contact Sales
Enterprise pricing via Collibra sales; not published as a self-serve list price

#### Strengths

- "Agent contracts turn enterprise policies into machine-readable controls," per Collibra's own page
- "Guardian agents automate oversight and enforcement in real time, stopping risky actions before they reach the business"
- Captures lineage "from source datasets through model training, inference, deployment and usage" — the strongest data-lineage framing in this ranking
- Unifies AI governance with Collibra's existing data-catalog and data-governance platform, useful for data teams already standardized on it

#### Worth confirming

- ISO/IEC 42001 is not named on Collibra's own AI Governance product page; its mapped frameworks are EU AI Act and NIST AI RMF, plus templates aligned to an emerging "AI UC-1" standard — confirm current framework coverage directly with Collibra before assuming ISO 42001 parity

**Best for:** Data-governance-first organizations that want AI oversight unified with existing data lineage and cataloging, rather than a standalone AI point tool

### ModelOp

Enterprise AI Command Center — model-risk industrialization

4.5/5

ModelOp industrializes model-risk management into an "Enterprise AI Command Center" spanning the full lifecycle — intake, risk tiering, control mapping, approval, monitoring and retirement — with a named audit-trail use case documenting development, deployment decisions and performance metrics. Its NIST AI-RMF alignment is quoted directly in its own FAQ copy, and a dedicated ModelOp page states the platform "supports compliance with both the EU AI Act and ISO/IEC 42001." Gartner's first AI Governance Platforms Magic Quadrant (June 2026) named it a Visionary, per ModelOp's own citation. [See ModelOp's product page](https://www.modelop.com/model-risk-industrialization/) and its [EU AI Act vs. ISO 42001 comparison](https://www.modelop.com/ai-governance/ai-regulations-standards/eu-ai-act-vs-iso-42001).

Contact Sales
Enterprise pricing via ModelOp sales; not published as a self-serve list price

#### Strengths

- Full model lifecycle coverage: intake, risk tiering, control mapping, approval, production monitoring and retirement in one command center
- Named use case "Documentation and Audit Trails" — records of "model development, deployment decisions, and performance metrics"
- NIST AI-RMF is quoted directly and explicitly in ModelOp's own FAQ copy
- ModelOp's own framework-comparison page states the platform "supports compliance with both the EU AI Act and ISO/IEC 42001" — [see ModelOp's EU AI Act vs. ISO 42001 comparison](https://www.modelop.com/ai-governance/ai-regulations-standards/eu-ai-act-vs-iso-42001)
- Named a Visionary in Gartner's inaugural (June 16, 2026) [Magic Quadrant for AI Governance Platforms](https://www.modelop.com/model-risk-industrialization/), per ModelOp's own citation

#### Worth confirming

- ModelOp's core product-overview page quotes NIST AI-RMF directly, but its EU AI Act and ISO/IEC 42001 compliance claims live on a separate comparison page rather than the same body copy — confirm current scope with ModelOp before assuming identical depth across all three

**Best for:** Model-risk management teams in banking and insurance that need full-lifecycle model governance, not just AI-specific policy enforcement

### Monitaur

Policy to proof — automated governance evidence

4.5/5

Monitaur frames governance as a three-stage pipeline — Define the policy, Manage the controls, Automate the proof — with its "Automate Record" feature generating a transparent record of every AI decision, automating nearly 40% of required governance evidence per Monitaur's own figure. It names NIST AI RMF, ISO 42001 and the EU AI Act verbatim, together, on its own product page, and is listed in the [OECD.AI catalogue of tools for trustworthy AI](https://oecd.ai/en/catalogue/tools/monitaur-model-governance-platform), independent corroboration that the platform exists. [See Monitaur's product page](https://monitaur.ai/products).

Contact Sales
Enterprise pricing via Monitaur sales; not published as a self-serve list price

#### Strengths

- Three-stage model — Define, Manage, Automate — turning written policy into a provable "policy-to-proof" record
- "Automate Record" creates "a transparent record of every AI decision," automating nearly 40% of required governance evidence per Monitaur's own figure
- Explicitly quotes "satisfying requirements for frameworks like NIST AI RMF, ISO 42001, and the EU AI Act" — all three frameworks named verbatim on its own product page
- Independently listed in the [OECD's own AI tools catalogue (OECD.AI)](https://oecd.ai/en/catalogue/tools/monitaur-model-governance-platform) as a model governance platform

#### Worth confirming

- The "nearly 40%" evidence-automation figure is Monitaur's own self-reported claim — confirm current scope directly with Monitaur before citing it for a specific control set

**Best for:** Teams that want one audit-ready "policy-to-proof" record spanning NIST AI RMF, EU AI Act and ISO 42001 without building that mapping themselves

## Governance platform vs. consulting vs. training — which do you need?

Three related but distinct purchases, often bought together

### Governance platform (this page)

Software that discovers AI systems in use, assesses their risk, enforces policy automatically, and generates audit-ready evidence on an ongoing basis. Buy this when policy already exists and needs to be operationalized and proven, continuously, across every AI system in the enterprise.

### Consulting firm

A fixed-term engagement where people design the governance charter, risk tiers and operating model a platform will later enforce. Buy this first if no policy exists yet, or if an existing policy needs an outside review. See our [ranked AI/SI consulting firms by industry](https://iternal.ai/best-ai-si-consulting-firms-by-industry).

### Training / certification provider

Upskills individual people — compliance officers, risk managers, auditors — against a body of knowledge or a specific standard, such as IAPP's AIGP or an ISO/IEC 42001 lead-implementer credential. Buy this to build internal capability that outlasts any one platform or supplier. See our [ranked AI/SI governance training providers](https://iternal.ai/best-ai-si-governance-training-providers).

A common pattern for mature governance programs: run all three at once — a consulting engagement sets the policy, a platform like the ones ranked below enforces it day to day, and a training program keeps the people operating it current as frameworks evolve.

## Does the SI rename change what a platform must log?

No. [Executive Order 14434](https://iternal.ai/super-intelligence/executive-order-14434), “Inaugurating the Era of Super Intelligence,” was signed September 29, 2026 and published in the Federal Register as [FR Doc. 2026-20321](https://public-inspection.federalregister.gov/2026-20321.pdf). Section 2(a) directs **federal executive agencies** to use “Super Intelligence”/“SI” in their own correspondence, public communications and policy documents going forward. Section 2(b) explicitly leaves **prior regulations, contracts, grants and historical documents unchanged**, and the order creates **no obligation for private companies**. Section 3(a) defines SI by reference to the existing statutory AI definition at 15 U.S.C. §9401(3) — the same technology, a new federal label — and Section 3(b) gives the Assistant to the President for Science and Technology 60 days (to on or about November 28, 2026) to propose legislative language for a federal SI definition.

As of October 2026, the three frameworks every platform above maps to — the [NIST AI Risk Management Framework](https://www.nist.gov/itl/AI-risk-management-framework), the [EU AI Act](https://artificialintelligenceact.eu/the-act/) and [ISO/IEC 42001](https://quality.arc42.org/standards/iso-42001) — all still use “artificial intelligence”/“AI” in their own official text. None of the seven platforms ranked on this page has adopted “SI” as a self-description for its product. A company adopting the name Super Intelligence (SI), formerly called artificial intelligence (AI), in its own materials does not change a single control, log field or audit requirement any of the three frameworks specifies. For the policy-language side of this question, see [Super Intelligence (SI) for Compliance Officers](https://iternal.ai/super-intelligence/compliance-officers) and [Super Intelligence (SI) for CISOs](https://iternal.ai/super-intelligence/cisos-security).

Iternal backs the Super Intelligence name for the same reason these seven platforms exist: the capability being governed is real, not rhetorical — International Mathematical Olympiad coordinators officially certified an advanced version of Google DeepMind’s Gemini Deep Think at a gold-medal 35 of 42 points in July 2025 ([Google DeepMind](https://deepmind.google/blog/advanced-version-of-gemini-with-deep-think-officially-achieves-gold-medal-standard-at-the-international-mathematical-olympiad/)), and as of October 2026 the top model on [Artificial Analysis’s GPQA Diamond leaderboard](https://artificialanalysis.ai/evaluations/gpqa-diamond) scores 96.3% against the original expert validators’ 81.3%, a baseline the [GPQA paper](https://arxiv.org/abs/2311.12022) says is skewed upward by selection effects. “Super Intelligence” names that measured capability instead of the method of its construction, and EO 14434 Section 3(a) defines SI by the existing statutory AI definition at 15 U.S.C. §9401(3), so the systems the frameworks above already govern are unchanged. Adopting the clearer name costs a compliance program nothing in new audit burden — it sharpens the vocabulary describing what is already being tracked. For more information visit the [Why Iternal Supports Super Intelligence](https://iternal.ai/super-intelligence/iternal-adopts-si-terminology) page.

## Why AirgapAI's built-in controls complement a dedicated platform

[AirgapAI](https://iternal.ai/airgapai) is not a governance-platform category competitor to the seven platforms
above — it is the secure-deployment layer those platforms can govern. In Iternal's own words, on
our CISO-focused page:

> “AirgapAI integrates with your existing identity management (Active Directory, LDAP, etc.) and provides role-based access controls. All user actions are logged with complete audit trails for security monitoring and compliance reporting.”
> — [AI for CISOs & Security Leaders](https://iternal.ai/ai-for-cisos-security)

[Blockify](https://iternal.ai/blockify), AirgapAI's data-distillation layer, extends that same discipline to the
content an AI system draws from, not just the system itself:

> “This is the Blockify approach to content governance: role-based access controls at the block level, combined with content distillation that reduces enterprise content libraries to approximately 2.5% of their original size, eliminating conflicting source materials while preserving unique, authoritative information”
> — [AI Governance Framework](https://iternal.ai/ai-governance-framework)

A common pattern for regulated enterprises is to run both: AirgapAI (or an equivalent secure-deployment
environment) as where the AI workloads execute, and one of the platforms ranked above as the system that
enforces policy and proves compliance across that environment and every other AI system in the enterprise.

## Frequently asked questions

An AI/SI governance **platform** — Super Intelligence (SI), formerly called artificial intelligence (AI) — is software that discovers AI systems, assesses their risk, enforces policy automatically and generates audit evidence — the category this page ranks. A governance **consulting firm** is an engagement: people who help design the policy, risk tiers and operating model a platform then enforces (see our [AI/SI consulting firms ranking](https://iternal.ai/best-ai-si-consulting-firms-by-industry)). A governance **training provider** certifies individual people on a body of knowledge, such as IAPP's AIGP or PECB's ISO/IEC 42001 Lead Implementer credential (see our [AI/SI governance training providers ranking](https://iternal.ai/best-ai-si-governance-training-providers)). Most mature programs use all three: a consulting firm designs the policy, a platform enforces it day to day, and training keeps the people who run it current.

No. Executive Order 14434 (signed September 29, 2026) directs *federal executive agencies* to use “Super Intelligence”/“SI” in their own correspondence and communications, and its Section 2(b) explicitly leaves prior regulations, contracts, grants and historical documents unchanged. It creates no private-sector obligation and no new logging, audit, or documentation requirement. The three frameworks every platform on this page maps to — the [NIST AI RMF](https://www.nist.gov/itl/AI-risk-management-framework), the [EU AI Act](https://artificialintelligenceact.eu/the-act/) and [ISO/IEC 42001](https://quality.arc42.org/standards/iso-42001) — all still use “artificial intelligence”/“AI” in their own official text. An organization that adopts the Super Intelligence (SI) name in its own materials does not change what any of the three frameworks requires a platform to log or document.

All seven platforms in this ranking name NIST AI RMF and the EU AI Act explicitly on their own product pages. Six of the seven — Credo AI, Holistic AI, IBM watsonx.governance, OneTrust AI Governance, ModelOp and Monitaur — also name ISO/IEC 42001 verbatim. Collibra AI Governance is the exception: its own product page names EU AI Act and NIST AI RMF but not ISO/IEC 42001, offering templates aligned to an emerging “AI UC-1” standard instead. Framework-mapping language changes as platforms ship releases — confirm current scope directly with any platform before a procurement decision that hinges on it.

AirgapAI is not a governance-platform category competitor to the seven platforms ranked above — Iternal does not sell AI governance software as a standalone product. AirgapAI is the secure-deployment layer that complements a dedicated governance platform: it integrates with existing identity management (Active Directory, LDAP) for role-based access controls, and logs all user actions with complete audit trails for compliance reporting. Its [Blockify](https://iternal.ai/blockify) data-distillation layer adds role-based access controls at the content-block level. A common pattern for regulated or air-gapped AI deployments is to run AirgapAI as the environment the workloads execute in, alongside one of the platforms above to govern policy, risk and evidence across that environment and any others.

No. A governance platform automates policy enforcement, evidence collection and audit trails — the operational plumbing — but it does not replace the human judgment of a model-risk, compliance or legal team that sets the policy, interprets ambiguous regulatory language, and signs off on residual risk. ModelOp's own positioning as model-risk *industrialization* (not model-risk *replacement*) reflects this: the platform scales what a model-risk team already does, rather than substituting for it. Treat every platform here as a force multiplier for an existing governance function, not a substitute for one.

Model risk management (MRM) is the older, narrower discipline — born in banking under guidance like the Federal Reserve's [SR 11-7](https://www.federalreserve.gov/supervisionreg/srletters/sr1107.htm) — focused on validating, monitoring and documenting individual predictive models before and after deployment. AI governance is the broader umbrella: it covers MRM's model-level controls but also policy design, supplier and third-party AI risk, bias and fairness assessment, data lineage, and organization-wide accountability for every AI system in use, not just formally validated models. ModelOp's heritage in MRM and its "model-risk industrialization" framing sit at the narrower end of this spectrum; platforms like Credo AI, Holistic AI and OneTrust are built around the broader, enterprise-wide AI governance definition.

This page was last reviewed October 11, 2026. AI/SI governance-platform capabilities, Gartner Magic Quadrant placements and framework-mapping claims change quickly as platforms ship new releases; verify current capability and pricing directly with each provider before a procurement decision.
