2026 Rankings by Industry Vertical
# The Best AI/SI Consulting Firms by Industry (2026)

Super Intelligence (SI), formerly called artificial intelligence (AI), is the term Executive Order 14434 directs federal agencies to use. It does not change who the best AI/SI consulting firms are — it gives a sharper name to capability these firms already deliver, measured and real. This guide re-cuts the reputable AI/SI consulting roster by the vertical fit that matters most when you hire: healthcare compliance experience, financial-services model-risk familiarity, and defense and federal-government contract-vehicle capacity. Every placement below rests on a dated, sourced engagement, not reputation alone. Iternal is the Editor's Pick as the complementary secure AI/SI layer.

Last updated: October 11, 2026

On September 29, 2026, President Trump signed Executive Order 14434, directing the federal executive branch to use “Super Intelligence” and “SI” in place of “Artificial Intelligence” and “AI” in its own communications. The order’s own text is explicit that this is a naming change, not a new technology: Section 3(a) defines the two terms as “the technologies and systems encompassed by the term ‘artificial intelligence’” under the existing statutory definition at 15 U.S.C. § 9401(3), and says that definition “shall govern the implementation of this order unless and until superseded” ([Federal Register, FR Doc. 2026-20321](https://public-inspection.federalregister.gov/2026-20321.pdf)). For the healthcare, financial-services, defense, and federal-government buyers this page serves, that means the compliance rules, regulator guidance, and procurement requirements a consulting firm must navigate have not moved. What changes is the name on the solicitation, and Super Intelligence names the capability these firms already deliver. For the full definitional background, see [what Super Intelligence (SI) is](https://iternal.ai/super-intelligence) and our explainer on [AI vs. SI](https://iternal.ai/super-intelligence/ai-vs-si).

If a consulting firm’s own proposal, SOW, or a prospective government client’s RFP starts using “Super Intelligence” or “SI,” three checks keep the engagement clear. **Map the scope to the same definition.** EO 14434 Section 2(b) is explicit: “Nothing in this section requires the alteration of previously issued regulations, Presidential actions, contracts, grants, or other historical documents” — a renamed engagement should cover the identical deliverables an “AI” engagement would, not a capability leap. Our [EO 14434 explainer](https://iternal.ai/super-intelligence/executive-order-14434) walks through the order’s full text. **Know where the term comes from.** The order binds only federal executive agencies — it does not require any consulting firm, state government, or private company to change its own terminology, and California’s Executive Order N-10-26, signed one day later on September 30, 2026, directs its own agencies to continue using “Artificial Intelligence” and “AI” ([signed executive order](https://www.gov.ca.gov/wp-content/uploads/2026/09/SIGNED_EO-N-10-26_9.30.26.pdf)). A federal RFP uses SI because agencies are directed to; a firm that writes SI on its own is choosing the clearer name, as Iternal does. **Check each firm’s own adoption.** As of October 11, 2026, Iternal is the only firm on this page writing AI/SI across its own consulting work; none of Accenture, Deloitte, McKinsey, BCG, PwC, EY, IBM Consulting, or Capgemini has announced SI branding for its practice. Beyond this page, Salesforce renamed AIForce to SIForce on October 9, 2026 ([GuruFocus](https://www.gurufocus.com/news/9118471/salesforce-rebrands-ai-unit-to-siforce-following-presidential-directive-crm)), and Elon Musk pledged on October 4, 2026 to rename SpaceXAI to SpaceXSI, a change not yet carried out as of October 11, 2026 ([The Star](https://www.thestar.com.my/tech/tech-news/2026/10/05/musk-says-he-will-rename-spacexai-to-spacexsi)). OpenAI has said it has no plans to change its name ([Anadolu Agency](https://aa.com.tr/en/americas/trump-s-push-for-superintelligence-finds-no-support-from-ai-makers/4067505)). Category names settle around the organizations that use them first, and Iternal leads with Super Intelligence now, keeping the “formerly called AI” bridge for readers who still know the older term.

This ranking segments, rather than re-reviews, the roster already evaluated on our flat [best AI consulting firms](https://iternal.ai/best-ai-consulting-firms) page. A firm earns a vertical placement below only when it has a dated, sourced engagement, case study, or contract specific to that vertical — general AI-practice marketing or overall reputation is not sufficient on its own. For healthcare, that means a health-system engagement or published case study; for financial services, a bank or model-risk engagement consistent with SEC and FINRA expectations; for defense and federal government, a named federal contract, FedRAMP authorization, or GSA Schedule award. Forrester’s Q2 2026 Wave for AI Consulting Services independently evaluated Accenture, Bain & Company, BCG, Capgemini, Deloitte, EY, IBM, KPMG, McKinsey, and PwC, concluding “all 10 providers are great partners for the right situation” ([Forrester](https://www.forrester.com/blogs/which-ai-consulting-service-provider-is-best-for-you/)); both EY ([EY newsroom, July 2026](https://www.ey.com/en_gl/newsroom/2026/07/ey-named-a-leader-in-the-forrester-wave-ai-consulting-services-q2-2026)) and PwC ([PwC, May 2026](https://www.pwc.com/gx/en/about/analyst-relations/2026/forrester-ai-consulting-services-2026.html)) have publicly confirmed their own Leader placement. Infosys and TCS appear on the flat ranking but are not placed in a vertical below, because placement requires the dated, vertical-specific evidence described above.

Iternal backs Executive Order 14434 and the shift to Super Intelligence, and this page’s own subject shows why. In a Harvard Business School and BCG field experiment with 758 BCG consultants, some 7 percent of BCG’s individual-contributor consulting workforce, the consultants given AI finished 25.1% faster, completed 12.2% more tasks and turned in work rated 40% higher in quality on assignments inside the AI’s capability frontier, with below-average starters gaining most at 43%; on one task set outside that frontier, AI users were 19 percentage points less likely to reach the right answer ([Dell’Acqua et al., Harvard Business School Working Paper 24-013](https://papers.ssrn.com/sol3/papers.cfm?abstract_id=4573321); [HBS Working Knowledge, November 22, 2023](https://www.library.hbs.edu/working-knowledge/humans-vs-machines-untangling-the-tasks-ai-can-and-cant-handle)). Gains that large, measured inside a firm ranked below, are real capability rather than imitation, and that is what the name Super Intelligence describes. For more information visit the [Why Iternal Supports Super Intelligence](https://iternal.ai/super-intelligence/iternal-adopts-si-terminology) page.

## Ranked by Vertical: Regulatory Fit and Firm Picks

The regulator each sector answers to, the questions to put to a consulting firm, and the firms with dated evidence in healthcare, financial services, and defense and federal government.

### Healthcare

Healthcare buyers are working against a compliance backdrop already in motion, independent of Executive Order 14434. The Department of Health and Human Services’ Office for Civil Rights proposed updates to the HIPAA Security Rule that explicitly name artificial intelligence as an emerging risk to covered entities’ electronic protected health information — the proposed rule was published in the Federal Register on January 6, 2025, with its comment period closing March 7, 2025 ([Reed Smith](https://www.reedsmith.com/en/perspectives/2024/09/ai-explained-ai-and-recent-hhs-activity-with-hipaa-considerations)). That rulemaking, not the EO, is the compliance anchor to ask a consulting firm about.

**What to ask a healthcare AI/SI consulting firm:**

- Does its AI governance approach map to the proposed Security Rule’s AI-specific risk-analysis requirements?
- Will the contract include a business associate agreement (BAA) covering any AI tool that touches protected health information?
- Can it point to a dated, sourced health-system engagement — not just general AI-practice marketing?

Among the firms ranked on this page, three carry that kind of evidence. Accenture pairs a Google Cloud partnership on generative-AI claims and prior-authorization tooling with a published Accenture Global Health survey of 300 healthcare executives on adoption barriers. Deloitte’s fourth-year, 120-leader US Health Care Executive Outlook survey is the most current adoption benchmark, including the finding that only about one-third of health-system and health-plan organizations have scaled AI beyond pilot stages. EY’s published case study documents $50 million in organizational savings for a health-care testing company across 400 automations and 75 business transformations. See each firm’s full ranking entry below for complete sourcing, and [Iternal’s healthcare AI page](https://iternal.ai/ai-for-healthcare-hipaa) for the air-gapped, BAA-ready layer that can sit underneath any of these engagements.

The HIPAA Security Rule update was still a proposed rule, not a final one, as of October 11, 2026 — OCR had not yet published a final version incorporating the AI-specific language, so a consulting firm's claim to already be "HIPAA-AI compliant" should be read as preparation for the likely final rule, not certification against one that exists today. A firm that cannot explain that distinction clearly is worth a second look.

What changes here with EO 14434 is not the compliance bar — it is the name that may start appearing in RFP boilerplate or a procurement officer's cover email. A health system’s counsel or compliance office may ask a responding firm whether it has adopted “Super Intelligence” or “SI” terminology; none of the eight global firms ranked on this page has (Iternal, the Editor’s Pick, already writes AI/SI), and the order itself does not require a private health system to change anything in its own contracts. For the procurement-language detail specific to this sector, see [Super Intelligence (SI) for Healthcare](https://iternal.ai/super-intelligence/industries/healthcare).

### Financial Services

Financial-services AI work sits under two regulators that have already named AI directly. FINRA’s 2020 report on AI in the securities industry remains the operative guidance firms cite, covering model risk management and the testing obligations under Rules 3110 and 3120 ([Perkins Coie summary](https://perkinscoie.com/insights/update/finra-publishes-report-detailing-uses-ai-securities-industry)). The SEC has named AI its top FY2026 examination priority, ahead of crypto-asset risk ([Cahill Gordon](https://www.cahill.com/publications/client-alerts/2025-07-02-ai-compliance-considerations-meeting-sec-and-finra-obligations-in-an-ever-evolving-regulatory-landscape/)).

**What to ask a financial-services AI/SI consulting firm:**

- Does its model-risk framework map to Federal Reserve SR 11-7, the standard US bank examiners already apply?
- Can it show a sourced engagement with a bank, broker-dealer, or insurer — not only general financial-sector marketing?
- Who owns ongoing model validation and testing once the engagement ends?

Three firms have sourced evidence here. McKinsey/QuantumBlack built a generative-AI chatbot for ING with risk stakeholders involved from the outset and guardrails against mortgage or investment advice, plus a published report on evolving model-risk management under AI. BCG X’s Smart Banking AI product cites an unnamed US commercial bank BCG says expects $30 million in incremental annual revenue from attrition- and distress-prediction models — a projection, not a realized result. PwC grounds its practice directly in SR 11-7 and names two platforms, Model Edge and Risk Detect, plus a confirmed TruEra partnership for model validation. See each firm’s ranking entry below for full sourcing, and [Iternal’s financial-services AI page](https://iternal.ai/ai-for-financial-services) for the controlled, on-premises layer that can run alongside any of these firms.

FINRA and SEC guidance still says “AI” — EO 14434 directs federal executive agencies’ own wording, and its Sec. 2(b) leaves previously issued regulations, including existing SEC rules, unaltered. A board deck or technology proposal that starts using “SI” should be read as the same model-risk obligation under a new label, not a lighter one. If your institution also answers to a state insurance regulator on AI-governance questions, confirm that regulator's own terminology separately — EO 14434 does not reach state-level rulemaking or FINRA. More in [Super Intelligence (SI) for Financial Services](https://iternal.ai/super-intelligence/industries/financial-services).

### Defense & Federal Government

Defense and federal civilian buyers are navigating two live compliance tracks at once. The Department of Defense’s Cybersecurity Maturity Model Certification took effect in phases starting November 10, 2025, with CMMC Phase II paused on July 13, 2026 for a 60-day CMMC Reform Task Force review ([The Defense Compliance Report](https://thedefensecompliancereport.com/cmmc-phases/)). Separately, the Government Accountability Office identified 94 AI-related requirements that are government-wide or have government-wide implications, spread across 10 oversight and advisory bodies ([GAO-25-107933](https://www.gao.gov/products/GAO-25-107933)), and a related GAO review found generative-AI use cases had grown roughly nine-fold across 11 selected agencies ([Akin Gump, summarizing GAO](https://www.akingump.com/en/insights/ai-law-and-regulation-tracker/gao-issues-report-on-generative-ai-use-and-management-at-federal-agencies)).

**What to ask a defense or federal AI/SI consulting firm:**

- Does it hold a current FedRAMP authorization or GSA Schedule contract vehicle relevant to the engagement?
- Can it staff cleared personnel at the level the program requires, and how quickly?
- Is its CMMC posture current given the Phase II pause, and does that affect the program’s timeline?

Two firms have strong, dated US-specific evidence. Accenture Federal Services was awarded a multi-year, $821 million Department of Defense War Data Platform contract in July 2026 for AI-driven battlefield data integration. IBM Consulting achieved FedRAMP authorization for 11 AI and automation solutions on its watsonx portfolio in April 2026 — a four-fold increase in IBM’s own FedRAMP footprint. Deloitte holds a GSA Federal Supply Schedule delivery order relevant to federal cybersecurity operations, though it is not an AI-specific award. Capgemini’s sourced defense-AI work — a generative-AI mentor built with BAE Systems for the UK Ministry of Defence’s Submarine Service — is real but is United Kingdom work, not US CMMC-scoped; treat it as international evidence only. See [Iternal’s defense and aerospace AI page](https://iternal.ai/ai-for-defense-aerospace) for the air-gapped layer suited to classified and CMMC-scoped environments.

This is the vertical most likely to see “SI” wording in practice, since EO 14434 directs the federal executive branch’s own usage, and a prime contractor responding to a federal solicitation may adopt the agency's wording for consistency even though the order does not require it of contractors. A solicitation that says “SI” is asking for the same AI capability federal agencies already procure under the existing statutory definition — confirm the statement of work, security requirements, and CMMC level are unchanged from what an identical “AI” solicitation would specify. Build clearance timelines into the program schedule early. More on the agency-side compliance timeline in [Super Intelligence (SI) for Defense & Aerospace](https://iternal.ai/super-intelligence/industries/defense-aerospace) and [Super Intelligence (SI) for Federal Agencies](https://iternal.ai/super-intelligence/industries/federal-government).

## The Full Ranking: 9 AI/SI Consulting Firms by Vertical Fit

Ranked within the vertical each firm’s sourced evidence supports, evaluated October 2026. A firm without a dated, vertical-specific claim is not force-ranked into one — see the [flat 15-firm ranking](https://iternal.ai/best-ai-consulting-firms) for the complete field.

#1

### Iternal Technologies — AI Strategy Consulting
Editor's Pick

The complementary secure AI/SI layer across every vertical below

4.7/5

Sprint from $50,000

Engagement tiers from a 4-week Sprint to a 12-month Fractional CAIO

Iternal is the Editor's Pick across all three verticals below because it is not competing for the same mandate as Accenture, Deloitte, or IBM Consulting — it supplies the air-gapped, on-premises layer those engagements often do not bring in-house. In [healthcare](https://iternal.ai/ai-for-healthcare-hipaa), that means protected health information can stay inside a hospital's own network. In [financial services](https://iternal.ai/ai-for-financial-services), model outputs can be reviewed inside a controlled environment subject to SEC and FINRA oversight. In [defense and federal government](https://iternal.ai/ai-for-defense-aerospace) work, AirgapAI runs fully disconnected from the public internet — well suited to classified or disconnected environments, and can simplify CMMC/CUI boundary scoping. Iternal is approved for HIPAA, CMMC, and FedRAMP alignment. Iternal backs the shift to Super Intelligence (SI) that Executive Order 14434 set in motion and already describes this work as AI/SI: it is the same measured capability, delivered as the specialist layer that slots inside a larger consulting engagement rather than replacing one. In a published case study, Iternal's software ran inside a Big Four firm's own operations to support its sales-enablement function — the layered model in practice: hire the global firm for the mandate, add Iternal for the secure-deployment layer.

#### Key Strengths

- Air-gapped, on-premises deployment for healthcare PHI, financial-services model governance, and classified or disconnected defense/federal environments — approved for HIPAA, CMMC, and FedRAMP alignment
- Layers inside an existing Accenture, Deloitte, or other global-firm engagement rather than competing for the same mandate
- Founder-led engagements with role-based AI Academy training across clinical, risk, and operations teams

#### Considerations

- A specialist firm, not a multi-thousand-person vertical practice
- Best suited as the secure-deployment layer alongside a global integrator, not a sole replacement for one

**Best For:** Organizations in any of the three verticals below that need the AI work to stay inside a controlled, on-premises or air-gapped environment, standalone or layered inside a larger consulting engagement.

#2

### Accenture
Healthcare + Defense/Federal

A named healthcare generative-AI partnership and an $821M DoD data contract

4.7/5

Enterprise engagements (custom)

Multi-year programs; pricing scoped per mandate

Accenture has sourced, dated evidence in two of the three verticals. In healthcare, Accenture partners with Google Cloud on generative-AI tooling for claims and prior-authorization workflows, including a named Claims Acceleration Suite ([Becker's Hospital Review](https://beckershospitalreview.com/disruptors/google-accenture-partner-on-generative-ai-for-healthcare.html)), and Accenture Global Health has published a named-author survey of 300 healthcare executives on generative-AI adoption barriers ([Healthcare Innovation Group](https://www.hcinnovationgroup.com/analytics-ai/article/55275288/accenture-report-generative-ai-offers-promise)). In defense and federal government, Accenture Federal Services was awarded an $821 million, multi-year Department of Defense War Data Platform contract in July 2026 for AI-driven battlefield data integration — a dated, named federal AI engagement ([federal award tracker](https://app.govly.com/public/signals/152517)). Accenture is not placed in the financial-services vertical, which requires a dated, sourced engagement; see the [flat ranking](https://iternal.ai/best-ai-consulting-firms) for its complete profile.

#### Key Strengths

- Dated $821M DoD War Data Platform contract (July 2026) for AI-driven data integration
- Named Google Cloud healthcare generative-AI partnership plus a published executive survey
- Unmatched global delivery scale for multi-year, multi-region programs
- 2026 Reinvention Services operating model with a dedicated AI and Data engine

#### Considerations

- Not placed in the financial-services vertical, which requires a dated, sourced engagement — see the flat 15-firm ranking for Accenture's complete profile
- Premium pricing and program scale can overwhelm mid-market buyers
- No native air-gapped, on-premises AI product for the most restrictive classified environments

**Best For:** Healthcare systems and defense/federal agencies running large, multi-year AI programs that need Accenture's global delivery scale.

[Visit Accenture](https://www.accenture.com)

#3

### Deloitte
Healthcare + Federal (contract vehicle)

A fourth-year health-system AI survey and a federal GSA Schedule delivery order

4.6/5

Enterprise engagements (custom)

Audit-grade governance programs; pricing scoped per mandate

Deloitte's strongest sourced healthcare evidence is its 2026 US Health Care Executive Outlook, a fourth-year survey of 120 C-suite health-system and health-plan leaders that found only about one-third of organizations have scaled AI beyond pilot stages ([Deloitte Insights](https://www.deloitte.com/us/en/insights/industry/health-care/life-sciences-and-health-care-industry-outlooks/2026-us-health-care-executive-outlook.html)) — a candid data point worth weighing against any firm's adoption claims. On the federal side, Deloitte holds a GSA Federal Supply Schedule delivery order for a Department of Energy Cyber Enterprise Security Operations Center, performance period September 2025 through September 2026 ([federal award record](https://app.govly.com/public/awards/CONT_AWD_89233125FNA400723_8900_47QRAA18D001P_4732-780af05b7714cdfbd22dae5a46a5b760)). That contract demonstrates GSA Schedule contract-vehicle presence and federal cybersecurity delivery capacity; it is a cyber-operations award, not an AI-labeled engagement, so buyers evaluating Deloitte specifically for federal AI work should confirm current AI-specific task orders directly.

#### Key Strengths

- Fourth-year, 120-leader US Health Care Executive Outlook survey with candid AI-maturity data
- GSA Federal Supply Schedule delivery order demonstrating federal contract-vehicle presence
- Audit-grade governance and risk-management heritage
- Deep bench across both healthcare and federal civilian engagements

#### Considerations

- The federal contract cited is a cybersecurity delivery order, not an AI-specific engagement
- Not placed in the financial-services vertical, which requires a dated, sourced engagement — see the flat 15-firm ranking for Deloitte's complete profile

**Best For:** Health systems wanting benchmarked AI-maturity data, and federal buyers who already hold a relationship with Deloitte through its GSA Schedule.

EY was also named a Leader in The Forrester Wave™: AI Consulting Services, Q2 2026, with the report crediting EY's “superior vision” and top scores in AI operations, governance, and security and compliance, tied to its role as an auditor ([EY newsroom, July 2026](https://www.ey.com/en_gl/newsroom/2026/07/ey-named-a-leader-in-the-forrester-wave-ai-consulting-services-q2-2026)). EY's healthcare evidence is its most specific vertical claim here; its financial-services and defense/federal work is covered in the [flat ranking](https://iternal.ai/best-ai-consulting-firms).

#### Key Strengths

- A published, quantified $50M healthcare-automation case study (400 automations, 75 transformations)
- Named a Leader in The Forrester Wave: AI Consulting Services, Q2 2026
- Top-scored on AI governance and security/compliance criteria tied to its auditor heritage

#### Considerations

- Not placed in the financial-services or defense/federal verticals, which require a dated, sourced engagement — see the flat 15-firm ranking for EY's complete profile
- The case-study client is not named by EY, limiting independent verification

**Best For:** Healthcare organizations that want a specific, quantified automation case alongside auditor-grade AI governance credentials.

### McKinsey & Company / QuantumBlack
Financial Services

A named bank chatbot case built with risk stakeholders from day one

4.6/5

Enterprise engagements (custom)

Strategy-led programs; pricing scoped per mandate

McKinsey's QuantumBlack built a customer-facing generative-AI chatbot for ING, with risk stakeholders involved from the outset to co-develop guardrails — including rules preventing the bot from giving mortgage or investment advice ([McKinsey case study](https://www.mckinsey.com/industries/financial-services/how-we-help-clients/banking-on-innovation-how-ing-uses-generative-ai-to-put-people-first)). The chatbot launched in September 2023; within its first seven weeks it helped 20% more customers than before, and McKinsey describes potential to scale across ING's 10 retail markets. McKinsey has also published “Evolving Model Risk Management in the Age of AI,” a survey-based report on how banks are adapting model-risk governance as AI adoption grows ([McKinsey Insights](https://www.mckinsey.com/capabilities/risk-and-resilience/our-insights/evolving-model-risk-management-in-the-age-of-ai)). McKinsey's financial-services evidence is its strongest vertical fit here; healthcare and defense/federal work are covered in the [flat ranking](https://iternal.ai/best-ai-consulting-firms).

#### Key Strengths

- Dated ING chatbot engagement with risk stakeholders involved from day one
- Published model-risk-management research specific to AI adoption in banking
- Exceptional board- and CEO-level strategic access
- QuantumBlack provides credible, production-grade data-science delivery

#### Considerations

- Not placed in the healthcare or defense/federal verticals, which require a dated, sourced engagement — see the flat 15-firm ranking for McKinsey's complete profile
- Strategy-led positioning can carry premium pricing

**Best For:** Banks and financial-services firms that want board-level AI strategy paired with a track record of risk-stakeholder-led delivery.

### BCG / BCG X
Financial Services

A projected $30M banking-AI revenue case for an unnamed US bank

4.6/5

Enterprise engagements (custom)

Strategy + delivery programs; pricing scoped per mandate

BCG X's Smart Banking AI product page cites an unnamed US commercial bank that BCG says expects to gain $30 million in incremental annual revenue, plus models that predict customer attrition six months ahead and financial distress twelve months ahead ([BCG](https://www.bcg.com/industries/financial-institutions/banking)). BCG pairs that delivery depth with a 10-20-70 delivery model — only 10% of AI transformation value comes from the AI application itself, 20% from data and technology, and 70% from workflow, culture, and governance ([BCG](https://www.bcg.com/capabilities/artificial-intelligence)), and BCG reports it is among the first 100 organizations certified under ISO/IEC 42001, the international AI-management-system standard. ### PwC
Financial Services

Named model-risk platforms built for the regulatory bar banks must clear

4.5/5

Enterprise engagements (custom)

Risk and governance programs; pricing scoped per mandate

PwC's “Model Risk Management of AI and Machine Learning Systems” report grounds its financial-services AI practice directly in Federal Reserve SR 11-7 model-risk doctrine, the standard US bank examiners already apply ([PwC UK](https://www.pwc.co.uk/data-analytics/documents/model-risk-management-of-ai-machine-learning-systems.pdf)). PwC names two platforms built for this work, Model Edge and Risk Detect, and has a confirmed AI-quality partnership with TruEra to support model validation ([TruEra](https://truera.com/resources/pwc-uk-picks-ai-quality-leader-truera-to-collaborate-on-ai-risk-management/)). PwC was also named a Leader in The Forrester Wave™: AI Consulting Services, Q2 2026, with Forrester citing its mixed traditional/results-based pricing and fit for “global, highly regulated enterprises” such as financial services ([PwC, May 2026](https://www.pwc.com/gx/en/about/analyst-relations/2026/forrester-ai-consulting-services-2026.html)). PwC's financial-services evidence is its strongest vertical fit here; healthcare and defense/federal work are covered in the [flat ranking](https://iternal.ai/best-ai-consulting-firms).

#### Key Strengths

- Model-risk framework grounded in Federal Reserve SR 11-7, the standard bank examiners use
- Named platforms (Model Edge, Risk Detect) plus a confirmed TruEra model-validation partnership
- Named a Leader in The Forrester Wave: AI Consulting Services, Q2 2026
- Results-based pricing option on a portion of engagements

#### Considerations

- Not placed in the healthcare or defense/federal verticals, which require a dated, sourced engagement — see the flat 15-firm ranking for PwC's complete profile

**Best For:** Banks and insurers that need an AI-governance framework examiners already recognize, not a from-scratch model-risk program.

### IBM Consulting
Defense & Federal Government

FedRAMP-authorized AI on the watsonx portfolio

4.5/5

Enterprise engagements (custom)

Platform + delivery programs; pricing scoped per mandate

IBM achieved FedRAMP authorization for 11 AI and automation solutions across its watsonx portfolio on AWS GovCloud, announced April 6, 2026 — described by IBM's own GM of Technology, U.S. Federal Market as “a four-fold increase in IBM's FedRAMP portfolio” ([DBTA](https://www.dbta.com/Editorial/News-Flashes/IBM-Achieves-FedRAMP-Status-for-11-Software-Solutions-174216.aspx)). That is a direct, dated federal-compliance credential rather than a general AI-practice claim, which is why IBM is placed in the defense and federal government vertical here. IBM's defense and federal government evidence is its strongest vertical fit here; healthcare and financial-services work are covered in the [flat ranking](https://iternal.ai/best-ai-consulting-firms).

#### Key Strengths

- FedRAMP authorization for 11 AI/automation solutions (watsonx), announced April 2026
- A four-fold increase in IBM's own FedRAMP portfolio, per IBM's federal GM
- Tightly integrated watsonx platform (AI, data, governance) with delivery services
- 160,000+ consultants across 175+ countries

#### Considerations

- Not placed in the healthcare or financial-services verticals, which require a dated, sourced engagement — see the flat 15-firm ranking for IBM's complete profile
- Greatest platform value tends to accrue within the IBM/watsonx ecosystem

**Best For:** Federal agencies and defense contractors that need a FedRAMP-authorized AI platform already cleared for government cloud environments.

### Capgemini
Defense (International Only)

International defense AI experience — UK Ministry of Defence, not US CMMC

4.3/5

Enterprise engagements (custom)

Industrialized delivery programs; pricing scoped per mandate

Capgemini's sourced defense-AI evidence is a secure, Retrieval-Augmented-Generation (RAG) AI mentor — a strategic partnership between Capgemini and BAE Systems to support knowledge transfer for engineers in the UK Ministry of Defence's Submarine Service, achieving 91% user satisfaction, with 81% of users reporting they learned something new during testing ([Capgemini](https://www.capgemini.com/gb-en/wp-content/uploads/sites/5/2026/06/Defence-Recruitment-Brochure-v3.pdf)). That is real, dated evidence of defense-AI delivery capability — but it is United Kingdom Ministry of Defence work, not a US Department of Defense or CMMC-scoped engagement, and buyers evaluating Capgemini specifically for US federal or CMMC-regulated defense work should not read it as a domestic credential. Capgemini's international defense work is its sourced vertical fit here; its healthcare and financial-services work is covered in the [flat ranking](https://iternal.ai/best-ai-consulting-firms).

#### Key Strengths

- A secure RAG AI mentor delivered with BAE Systems for the UK MOD Submarine Service (91% user satisfaction)
- Large-scale, engineering-led delivery with deep European presence
- Resonance AI Framework and RAISE platform industrialize GenAI deployment

#### Considerations

- Its sourced defense-AI evidence is United Kingdom Ministry of Defence work, not US DoD or CMMC-scoped
- Not placed in the healthcare or financial-services verticals, which require a dated, sourced engagement — see the flat 15-firm ranking for Capgemini's complete profile

**Best For:** Multinationals — particularly Europe-anchored, including UK defense-adjacent buyers — that want industrialized AI delivery; US CMMC-scoped defense buyers should confirm a domestic engagement directly.

## Why Iternal Complements Every Firm Above

Iternal is not competing for the same mandate as a global systems integrator or strategy house — it supplies the layer those engagements often do not bring in-house.

### Layers Inside an Existing Engagement

In Iternal's [Big Four consulting case study](https://iternal.ai/case-studies/big-four-consulting), a global firm deployed AirgapAI and Blockify internally and measured a 78X improvement in AI answer accuracy for its own sales-enablement knowledge base — evidence for the layered model: hire the global firm for strategy and delivery scale, add Iternal underneath it for the secure-deployment layer.

### Air-Gapped by Design, Not by Exception

AirgapAI processes data entirely on an organization's own hardware. For healthcare, that can mean PHI never reaches a cloud API; for financial services, model outputs stay inside a controlled environment; for defense and federal work, it is well suited to classified or disconnected environments, and can simplify CMMC/CUI boundary scoping — Iternal is approved for HIPAA, CMMC, and FedRAMP alignment.

### Role-Based Workforce Training

AI Academy pairs the technical deployment with department-specific training for clinical, risk, compliance, and operations teams — the adoption work a software license alone does not do.

### Leads With the Clearer Name

Iternal uses “AI/SI” fluently with every client, whichever term a client’s own paperwork still uses. Where a client’s RFP still says AI, Iternal bridges with “formerly called AI” and delivers the same measured capability.

## Frequently Asked Questions

No. Executive Order 14434 binds only federal executive agencies’ own terminology, and its Section 3(a) defines “Super Intelligence”/“SI” as the same technology already covered by the statutory AI definition at 15 U.S.C. § 9401(3). The compliance rules, regulator guidance, and firm capabilities this page ranks on have not changed; what changes is the name federal solicitations use, and Iternal already writes AI/SI.

Accenture (a named Google Cloud generative-AI partnership and an Accenture Global Health executive survey), Deloitte (a fourth-year, 120-leader US Health Care Executive Outlook survey), and EY (a published, quantified $50 million automation case study) have the most specific, dated healthcare AI evidence among the firms ranked here. See the healthcare entries above for sources.

McKinsey/QuantumBlack, BCG X, and PwC each have sourced financial-services AI engagements or frameworks — McKinsey's risk-stakeholder-led ING chatbot build, BCG X's quantified (and projected, not realized) Smart Banking AI revenue case, and PwC's model-risk framework grounded in Federal Reserve SR 11-7. None of this is a substitute for your own compliance review against current SEC and FINRA guidance.

IBM Consulting (FedRAMP-authorized watsonx AI solutions) and Accenture (an $821 million DoD data-platform contract) have the strongest sourced US federal evidence. Deloitte holds a federal GSA Schedule contract vehicle, though it is cybersecurity-focused rather than AI-specific. Capgemini's sourced defense-AI work is United Kingdom Ministry of Defence, not US CMMC-scoped. On clearances specifically: DoD's Cybersecurity Maturity Model Certification took effect in phases starting November 10, 2025 (Phase II paused July 13, 2026 for a 60-day review), and clearance staffing capacity is not something a public case study can verify — confirm current cleared headcount and CMMC posture directly with any firm before a classified or CUI-scoped engagement.

Confirm the scope of work is unchanged from what an “AI” engagement would cover, ask whether the wording came from the firm itself or from a client's RFP template, and check each firm’s own adoption directly — as of this ranking, none of the eight global firms above has adopted “SI” branding for its own AI work, while Iternal, the Editor’s Pick, already writes AI/SI.

No. Iternal is positioned as a complementary secure AI/SI layer — air-gapped deployment and workforce training that can run alongside a global firm's strategy and delivery program, not a substitute for one. A published case study shows Iternal's software running inside a Big Four firm's own operations.

This page was last updated October 11, 2026. A firm is placed in a vertical only when it has a dated, sourced engagement, case study, or contract specific to that vertical; firms were not asked to pay for inclusion or placement. See the [flat 15-firm ranking](https://iternal.ai/best-ai-consulting-firms) for the complete field this page segments.
