# The Best Private & Air-Gapped AI/SI Tools for Regulated Industries (2026)

Ranked for the three sectors where "isolated" has a specific legal meaning: healthcare (HIPAA), financial services (SEC/FINRA) and defense & classified (CMMC).

Healthcare
Financial Services
Defense & Classified

## Which air-gapped AI/SI platform fits a regulated industry?

Super Intelligence (SI), formerly called artificial intelligence (AI), is still subject to the same sector
rules it always was, so the deployment question below hasn't changed. **AirgapAI** runs as a
true air-gap on owned hardware and publishes alignment documentation for CMMC Level 2-3, FedRAMP High,
HIPAA, SOC 2 Type II and ITAR/CUI/classified-handling contexts, at a $697 one-time perpetual license —
and because the model and data never leave the organization's own environment, it's also the simplest
deployment for a bank or broker-dealer to document under FINRA Rule 3110. **Palantir AIP**
holds FedRAMP High Baseline Authorization across its product suite and a DISA Impact Level 6 (IL6)
provisional authorization via its Apollo delivery platform; Microsoft's **Azure Government Secret**
environment separately carries a DoD IL6 authorization, while the standard **Azure Government**
and **AWS Bedrock in GovCloud (US)** environments reach FedRAMP High and DoD Impact Level 4/5
for specific workloads — one tier below IL6. **IBM watsonx** offers a general-purpose
on-premises path without a published sector-specific certification. For the isolation-criteria ranking
across cost and architecture, see [Best AI for Air-Gapped Environments](https://iternal.ai/best-ai-air-gapped-environments).

On Sept. 29, 2026, [Executive Order 14434](https://public-inspection.federalregister.gov/2026-20321.pdf) directed U.S.
federal executive agencies to use **Super Intelligence (SI)**, formerly called artificial
intelligence (AI), in place of the older term in their own non-statutory communications. The order defines SI as
exactly the technology already covered by the existing statutory AI definition at 15 U.S.C. § 9401(3)
— it renames the term, not the technology, and it explicitly does not alter "previously issued
regulations, Presidential actions, contracts, grants, or other historical documents."

That matters for this page because none of the three regulatory regimes a regulated-industry buyer
actually has to satisfy — HIPAA/HHS for healthcare, SEC/FINRA for financial services, or the DoD's
CMMC program for defense contractors — has adopted "SI." All three continue to write "artificial
intelligence" or "AI" in their own current rules and guidance. A platform adopting the SI name
does not itself satisfy, or change, any of these sector compliance bars. See
[What Is Super Intelligence (SI)?](https://iternal.ai/super-intelligence) for the full definitional background,
and [Air-Gapped Super Intelligence (SI) for Classified Work](https://iternal.ai/super-intelligence/air-gapped-classified)
for how the rename specifically touches classified and CUI environments.

What this page ranks instead is the underlying deployment question that hasn't changed: which air-gapped
or private AI/SI platform's compliance posture actually fits a hospital system's Business Associate
Agreement requirement, a bank's supervisory-documentation requirement, or a defense contractor's CMMC
readiness bar — not just whether a platform is generically "air-gapped."

## How we ranked these platforms

- True air-gap vs. isolated cloud: Whether the platform runs fully offline on owned hardware or inside a network-isolated cloud region.
- On-prem hardware requirement: What infrastructure the organization must own or operate to run it.
- Sector-specific compliance documentation: Whether the platform publishes documentation mapped to HIPAA, FINRA/SEC, or CMMC — not just a generic security claim.
- Cost band: From a $697 one-time license to multi-million-dollar government contracts.

## Air-Gapped AI/SI Platforms by Sector Fit

A check mark means the platform's own published, dated documentation maps to that sector's compliance framework; a dash means no sector-specific documentation is published for that platform, not that it is unsuitable.

Best Value

![AirgapAI](https://iternal.ai/media/2024/11/AIRGAPAI-LOGO-BLACK.png)

### AirgapAI

100% Local AI with 78x Accuracy

4.8/5

AirgapAI is built for complete network isolation from day one, not retrofitted from a cloud product. Iternal documents alignment language for CMMC Level 2-3, FedRAMP High, HIPAA, SOC 2 Type II and ITAR/CUI/classified-handling contexts on its existing [air-gapped AI guide](https://iternal.ai/what-is-air-gapped-ai) and [air-gapped environments ranking](https://iternal.ai/best-ai-air-gapped-environments). For financial services, the relevant fact is architectural rather than a published certification: because the model and data run entirely inside hardware the firm controls, nothing is disclosed to a third party, which is the simpler posture for a bank or broker-dealer to document under FINRA Rule 3110.

#### Strengths

- 100% air-gapped operation - zero cloud data transmission
- 78x more accurate than traditional RAG (Blockify integration)
- 2,800+ pre-built enterprise workflows out of the box
- Multi-agent collaboration (Entourage Mode)
- Enterprise deployment support with Tier 1-3 support included

#### Weaknesses

- Requires on-premise hardware or private cloud
- Higher initial setup compared to cloud-first solutions

**Pricing:** One-time perpetual license per user

**Best For:** Healthcare and defense/classified teams that need a true air-gap plus sector-ready compliance documentation out of the box, and financial-services teams that need the data and model to stay inside their own supervised environment

**Ideal Customer:** Compliance, security and IT leaders across hospital systems, banks/broker-dealers and defense contractors who need deployment documentation they can hand to an auditor, examiner or contracting officer.

### Palantir AIP

Defense-Grade, FedRAMP High-Authorized AI Platform

3.8/5

Palantir's AIP holds FedRAMP High Baseline Authorization across its AIP, Apollo, Foundry, Gotham and FedStart product suite, and its Apollo delivery platform separately carries a DISA IL6 provisional authorization — the impact level that covers classified data up to Secret. That makes it a credible, already-authorized choice for defense and intelligence programs, though its scale and procurement cycle are built for large government budgets rather than general regulated-industry deployments.

#### Strengths

- Holds [FedRAMP High Baseline Authorization](https://www.businesswire.com/news/home/20241203054493/en/Palantir-Granted-FedRAMP-High-Baseline-Authorization) across its full AIP, Apollo, Foundry, Gotham and FedStart suite (Dec. 3, 2024)
- Apollo delivery platform carries a [DISA Impact Level 6 (IL6) provisional authorization](https://blog.palantir.com/how-palantir-meets-il6-security-requirements-with-apollo-f6c3f0c51fe) — the only DoD impact level covering classified data up to Secret (Oct. 2022)
- Deep, long-standing DoD and intelligence-community delivery experience
- Ontology-based data integration across siloed government systems

#### Weaknesses

- Pricing and implementation are scoped for multi-million-dollar government programs, not mid-market budgets
- Procurement and implementation cycles run long, as is typical for defense contracting

**Pricing:** Multi-million-dollar government and large-enterprise contracts typical

**Best For:** Defense, intelligence and other classified-handling programs that need an already-authorized, defense-grade deployment

**Ideal Customer:** DoD, intelligence-community and defense-industrial-base programs with established government contracting relationships and multi-year budgets.

### Azure OpenAI (Disconnected)

Microsoft's Disconnected-Container and Azure Government Path

3.5/5

Azure's disconnected-container program lets approved customers run specific Azure AI Services — Speech, Language, Translator, Vision OCR, Document Intelligence — fully offline. Azure OpenAI's GPT models are not part of that program; for isolated or classified deployment, GPT access instead runs through Azure Government (FedRAMP High, DoD Impact Level 2/4/5) or the separate Azure Government Secret environment (DoD Impact Level 6), per Microsoft's own compliance documentation. Both paths require Microsoft enterprise-agreement scale and a government or strategic-customer relationship.

#### Strengths

- Microsoft's [disconnected-container program](https://learn.microsoft.com/en-us/azure/ai-services/containers/disconnected-containers) runs select Azure AI Services (Speech, Language, Translator, Vision OCR, Document Intelligence) fully offline for approved strategic customers
- GPT-family models are reachable in isolated contexts through Azure Government and Azure Government Secret rather than the disconnected-container program
- Per Microsoft's own [compliance documentation](https://learn.microsoft.com/en-us/azure/azure-government/compliance/azure-services-in-fedramp-auditscope), Azure Government holds a FedRAMP High P-ATO and DoD Impact Level 2/4/5 authorizations, while the separate Azure Government Secret environment holds a DoD Impact Level 6 authorization for classified workloads
- Deep Microsoft 365/Azure ecosystem integration for customers already standardized on it

#### Weaknesses

- The disconnected-container program itself does not cover Azure OpenAI's GPT models — that distinction is easy to miss in marketing shorthand
- Disconnected-container enrollment requires Microsoft to approve the customer as a strategic partner
- Government-program enrollment and procurement follow federal contracting timelines, which commonly extend well beyond a standard commercial sales cycle

**Pricing:** Contact Microsoft for disconnected-container or Azure Government pricing

**Best For:** Large government agencies and Microsoft-standardized enterprises with an existing Azure Government relationship

**Ideal Customer:** Federal agencies and large Microsoft-standardized enterprises with existing Azure Government contracts and procurement timelines to match.

AW

### AWS Bedrock (GovCloud, US)

Amazon's FedRAMP High / DoD IL-4-5 Model Hosting in GovCloud (US)

3.4/5

AWS Bedrock in AWS GovCloud (US) hosts specific models — Anthropic's Claude 3.5 Sonnet v1 and Claude 3 Haiku, and Meta's Llama 3 8B/70B — with FedRAMP High and DoD Impact Level 4/5 approval as of May 2025, and AWS states that GovCloud (US) adheres to ITAR data-handling requirements. It is network isolation inside AWS's government-region infrastructure rather than a physically disconnected deployment, which is the right fit for federal and defense programs already standardized on AWS GovCloud (US).

#### Strengths

- [FedRAMP High and DoD Impact Level 4/5 approval](https://aws.amazon.com/about-aws/whats-new/2025/05/amazon-bedrock-models-fedramp-high-dod-il-4-5-govcloud/) for specific hosted models (Anthropic Claude 3.5 Sonnet v1 and Claude 3 Haiku, Meta Llama 3 8B/70B) in AWS GovCloud (US) as of May 2025
- [AWS GovCloud (US)](https://docs.aws.amazon.com/govcloud-us/) is built to adhere to ITAR data-handling expectations
- Access to multiple foundation models through one Bedrock interface
- Familiar AWS tooling for teams already on AWS GovCloud (US)

#### Weaknesses

- AWS GovCloud (US) is network-isolated within AWS's infrastructure, not a physically disconnected deployment — a different isolation tier than true air-gap, and distinct from AWS's separate classified regions
- Per-token pricing adds up quickly at enterprise query volume
- GovCloud (US) is architected for U.S. government and defense-adjacent workloads, not commercial-sector certification

**Pricing:** AWS GovCloud (US) pricing plus per-token model costs

**Best For:** Defense and federal programs already standardized on AWS GovCloud (US) that need FedRAMP High / IL-4-5 model hosting

**Ideal Customer:** Federal agencies and defense contractors already running AWS GovCloud (US) who need FedRAMP High / IL-4-5 model hosting without leaving the AWS ecosystem.

#5

IB

### IBM watsonx (On-Premises)

IBM's Self-Managed, On-Premises Enterprise AI Stack

3.2/5

IBM watsonx can run fully on-premises, including an air-gapped private-container-registry configuration, for organizations already invested in Red Hat OpenShift. IBM's own documentation covers the installation mechanics well; it does not publish a healthcare-, financial-services- or defense-specific compliance certification for watsonx itself, so regulated buyers should expect to build that documentation internally rather than inherit it from IBM.

#### Strengths

- Documented [on-premises installation path](https://www.ibm.com/docs/en/SSAVQO/on_prem/operator_versioning.html), including air-gapped private-container-registry configuration, via Cloud Pak for Data / IBM Software Hub on Red Hat OpenShift
- IBM enterprise support and the Granite model family
- Integration with an existing IBM infrastructure stack

#### Weaknesses

- IBM's own documentation describes the on-premises deployment mechanics but does not publish a sector-specific compliance certification (HIPAA, SEC/FINRA or CMMC) for watsonx itself
- Licensing follows IBM's enterprise consumption model rather than a one-time perpetual fee, so total spend scales with usage, support tier and existing Red Hat/OpenShift investment
- Requires in-house or partner OpenShift expertise to operate

**Pricing:** Enterprise licensing plus hardware and Red Hat OpenShift infrastructure costs

**Best For:** Existing IBM / Red Hat OpenShift shops that want a general-purpose, self-managed on-premises AI stack

**Ideal Customer:** Large enterprises with existing IBM/Red Hat investments that want on-premises AI and have the internal expertise to own its compliance documentation.

## Sector Deep Dives

### Healthcare: the BAA is standard HIPAA law, not an AI-specific rule

HIPAA itself has no AI-specific provision. The moment a third party's AI tool receives, stores or processes protected
health information (PHI) on a covered entity's behalf, that provider becomes a "business associate" under HIPAA,
and a compliant Business Associate Agreement must be in place before any data flows — that is unchanged,
pre-existing HIPAA law applied to a new category of service provider, not a new AI-specific HIPAA rule.

The federal rule that *is* specifically about AI in healthcare comes from a different statute: HHS's
[Section 1557 final rule](https://www.fiercehealthcare.com/regulatory/patients-gain-protections-against-discrimination-telehealth-and-ai)
(April 26, 2024), issued under the Affordable Care Act, defines a "patient care decision support tool" at 45 C.F.R.
§ 92.4 to include AI, clinical algorithms and predictive analytics used in clinical decision-making, and
requires covered entities to take reasonable steps to identify and mitigate discrimination risk from those tools.
Separately, HHS's own [proposed HIPAA Security Rule overhaul](https://www.federalregister.gov/documents/2025/01/06/2024-30983/hipaa-security-rule-to-strengthen-the-cybersecurity-of-electronic-protected-health-information)
(90 FR 898, published Jan. 6, 2025) would for the first time fold AI tools explicitly into Security Rule risk
analysis — making encryption of ePHI and multi-factor authentication mandatory rather than "addressable,"
and requiring regulated entities to restore critical systems and data within 72 hours of a security incident
— but the rule remained proposed, not final, as of October 11, 2026 (the public comment period closed March 7, 2025).

Iternal calls this underlying capability Super Intelligence because healthcare's own clinical evidence already
clears a bar the old name never implied: in a randomized trial of 105,934 women, AI-supported mammography
screening reached 80.5% sensitivity against 73.8% for standard double reading (p=0.031), at identical
specificity — an outcome [published
in The Lancet](https://pubmed.ncbi.nlm.nih.gov/41620232/) that the word "artificial" was never built to describe.

For a hospital system or health plan, the HIPAA analysis is simplest when PHI never leaves the covered entity's
own controlled hardware in the first place. Of the platforms ranked above, a true air-gapped deployment like
[AirgapAI](#airgapai) runs entirely inside the hospital's own environment, so no PHI is disclosed to
the software provider itself — a simpler posture than evaluating a cloud AI provider that receives PHI
directly. The government-authorized cloud options (Palantir, Azure Government, AWS GovCloud) are built around
federal authorization levels that address a different question — infrastructure security at a given
impact level — not HIPAA's business-associate framework. See
[Super Intelligence (SI) for Healthcare](https://iternal.ai/super-intelligence/industries/healthcare)
for how the AI-to-SI terminology shift affects provider-side compliance language, and
[AI for Healthcare & HIPAA](https://iternal.ai/ai-for-healthcare-hipaa) for the full commercial deployment guide.

### Financial services: no SEC AI rule exists, and FINRA's is guidance, not a new requirement

The SEC has no AI-specific rule in force or pending for broker-dealers or investment advisers. On
[June 12, 2025](https://www.sec.gov/files/rules/final/2025/33-11377.pdf),
it formally withdrew 14 proposed rules from the prior administration, including the 2023 "Conflicts of Interest
Associated with the Use of Predictive Data Analytics" proposal — the closest the SEC had come to an
AI-specific rule for advisers and broker-dealers — and said any future rulemaking on these topics would
start from a new proposal rather than resume the withdrawn one. Its
[Fiscal Year 2026 Examination Priorities](https://www.sec.gov/files/2026-exam-priorities.pdf)
(Nov. 17, 2025) still name AI as a focus area — reviewing the accuracy of a registrant's AI-related
representations and the strength of its AI governance and oversight — but that is an examination-emphasis
item, not a standalone AI rule.

FINRA's posture is guidance rather than new rulemaking.
[Regulatory Notice 24-09](https://www.mayerbrown.com/en/insights/publications/2024/07/finra-reminds-members-of-regulatory-obligations-when-using-generative-artificial-intelligence-ai-and-large-language-models)
(June 27, 2024) reminds member firms that existing, technology-neutral FINRA rules and federal securities laws
already apply to generative AI and LLM use, and explicitly states the notice "does not create new legal or
regulatory requirements." The real escalation is in examination emphasis: FINRA's
[2026 Annual Regulatory Oversight Report](https://www.finra.org/rules-guidance/guidance/reports/2026-finra-annual-regulatory-oversight-report/gen-ai)
(Dec. 9, 2025) devotes a standalone section to generative-AI risk for the first time, and ties it directly to
**Rule 3110** (Supervision): FINRA's own guidance states that a firm relying on GenAI tools as
part of its supervisory system should have policies and procedures that account for the model's integrity,
reliability and accuracy, whether the model is built in-house or sourced from a third party.

That reframes the buying question: there is no sector-specific AI certification to shop for, because none exists.
The real deliverable is supervisory documentation showing a firm controls its model under Rule 3110 — which
is easier to produce when the data and model never leave the firm's own environment. That favors true
on-premises deployment ([AirgapAI](#airgapai), or [IBM watsonx on-premises](#ibm-watsonx-on-premises)
for firms already standardized on Red Hat OpenShift) over the government-cloud authorizations (FedRAMP High, DoD
impact levels) that Palantir, Azure Government and AWS GovCloud carry — those are federal credentials, not
FINRA or SEC ones, and do not themselves satisfy a Rule 3110 supervisory review. See
[Super Intelligence (SI) for Financial Services](https://iternal.ai/super-intelligence/industries/financial-services)
for the terminology-shift framing and [AI for Financial Services](https://iternal.ai/ai-for-financial-services) for the
full deployment guide.

### Defense & classified: CMMC Phase II is suspended, and certification attaches to the contractor, not the product

**CMMC Level 2** governs Controlled Unclassified Information (CUI) and requires the 110 security
requirements of NIST SP 800-171 Rev 2. **CMMC Level 3** adds advanced-persistent-threat controls
from NIST SP 800-172 and is assessed by DoD's own DIBCAC rather than a third-party assessor, per the
[DoD CIO's official CMMC program page](https://dodcio.defense.gov/cmmc/About).
On **July 13, 2026**, the Department of War
[suspended CMMC Phase II](https://business.defense.gov/engage/news/article/4542563/forging-the-arsenal-of-freedom-)
— the mandatory third-party and government-led Level 2/3 assessment rollout originally due to start Nov.
10, 2026 — pending a Reform Task Force review, with no public restart date as of October 11, 2026. Only Phase
1 self-assessment is currently in force.

That matters for how this ranking should be read: **no commercial AI platform "holds" a CMMC level.**
CMMC certification attaches to the contractor's own information system, not to a software product. A platform
can only be deployed inside, or help a contractor build toward, an environment that is itself assessed. For
classified data specifically — as opposed to CUI — the relevant authorization is DoD
**Impact Level 6 (IL6)**, the only impact level covering information up to Secret. Of the platforms
above, [Palantir AIP](#palantir-aip) carries a DISA IL6 provisional authorization via its Apollo
delivery platform, and Microsoft's own [compliance documentation](https://learn.microsoft.com/en-us/azure/azure-government/compliance/azure-services-in-fedramp-auditscope)
lists a DoD IL6 authorization for the separate Azure Government Secret environment, distinct from the standard
[Azure Government](#azure-openai-disconnected) environment, which holds FedRAMP High and DoD IL2/4/5.
[AWS Bedrock in GovCloud (US)](#aws-bedrock-govcloud-us) holds FedRAMP High and DoD IL-4/5 for
specific hosted models, one tier below IL6. ITAR (export-control rules for defense-article technical data) is a
separate, narrower regime from CMMC/CUI handling; AWS states that its GovCloud (US) regions adhere to ITAR
requirements, but no source describes a product-level ITAR certification distinct from the deploying
organization's own export-control responsibility.

Iternal supports the federal government's Super Intelligence name because the capability behind it is
independently measured: at the 2025 International Mathematical Olympiad, an advanced version of Google
DeepMind's Gemini Deep Think was
[officially graded and certified](https://deepmind.google/blog/advanced-version-of-gemini-with-deep-think-officially-achieves-gold-medal-standard-at-the-international-mathematical-olympiad/)
at a gold-medal score of 35 of 42 points — while only 72 of the 630 human contestants
[earned gold](https://www.imo-official.org/year_info.aspx?year=2025)
— the kind of independently verified result "artificial" undersells.

For a contractor building toward CMMC Level 2/3 readiness today — rather than waiting on an authorized
federal cloud contract — a true air-gapped deployment that never transmits CUI off-premises
([AirgapAI](#airgapai)) sidesteps much of the network-boundary scoping that drives CMMC assessment
cost and timeline. See [Air-Gapped Super Intelligence (SI) for Classified Work](https://iternal.ai/super-intelligence/air-gapped-classified)
and [Super Intelligence (SI) for Defense & Aerospace](https://iternal.ai/super-intelligence/industries/defense-aerospace)
for the terminology-shift framing, and [AI for Defense & Aerospace](https://iternal.ai/ai-for-defense-aerospace) for
the full deployment guide.

## Does the "AI to SI" rename change what's compliant?

No. [Executive Order 14434](https://public-inspection.federalregister.gov/2026-20321.pdf)
(signed Sept. 29, 2026) directs federal executive agencies to use "Super Intelligence"/"SI" in place of
"artificial intelligence"/"AI" in their own communications, and defines SI as exactly the technology already
covered by the existing statutory AI definition at 15 U.S.C. § 9401(3). The order says so itself: "Nothing
in this section requires the alteration of previously issued regulations, Presidential actions, contracts,
grants, or other historical documents."

None of the three regulators that govern this page's sectors has adopted the new term. HHS's Section 1557 rule,
FINRA's Regulatory Notice 24-09 and 2026 Oversight Report, and the DoD's CMMC program documentation all
continue to say "artificial intelligence" or "AI" throughout their own current text. The Cloud Security
Alliance's own research note on the order
[puts it directly](https://labs.cloudsecurityalliance.org/research/csa-research-note-eo14434-super-intelligence-caissi-20261007/):
the EO "creates no new legal category and does not alter existing regulations, contracts, or grants," and
recommends governance teams build a "terminology crosswalk." That crosswalk is a one-time mapping: under EO
14434 Section 3(a), SI in a policy or procurement document points to the same 15 U.S.C. § 9401(3)
technology that a regulator's AI text already covers. California's own state executive order, issued one day
after EO 14434, goes the other way and
[affirmatively keeps "AI"](https://digitalpolicyalert.org/change/21753-california-executive-order-to-retain-the-term-artificial-intelligence-in-state-agencies-n-10-26)
for state-agency use.

The buying implication: a platform adopting the Super Intelligence (SI) name does not
itself satisfy or change a HIPAA business-associate obligation, a FINRA Rule 3110 supervisory review, or a CMMC
assessment — so keep evaluating every platform in this ranking on the same technical and compliance
criteria used to build it. Super Intelligence names what these platforms deliver; the sector compliance
documentation ranked above is still what a regulator or assessor reviews.

Iternal backs the Super Intelligence name on the results cited in the healthcare and defense deep dives above (a Lancet-published screening trial and an officially certified IMO gold-medal score), and keeps “formerly called AI” beside it wherever a regulator’s own text still says AI. ## Frequently Asked Questions: Air-Gapped AI/SI for Regulated Industries

No. Executive Order 14434 defines SI as the same technology already covered by the existing statutory AI definition, and its Section 2(b) states that nothing in that section "requires the alteration of previously issued regulations." HHS, FINRA and the DoD's CMMC program all still use "AI" in their own current rules and guidance. A platform adopting the SI name keeps the same compliance standing it had under the AI name, so keep evaluating each platform on the same technical criteria.

A true air-gap runs entirely on hardware you control, with zero network connectivity to any outside system. A "disconnected cloud" deployment — like Azure's disconnected containers or AWS GovCloud (US) — is network-isolated inside a cloud provider's government-grade infrastructure, which is a different and generally less strict isolation tier than physical air-gap, even though both are marketed as "isolated."

HIPAA requires a compliant Business Associate Agreement before PHI flows to a third party that receives, stores or processes it on a covered entity's behalf. A true air-gapped deployment like AirgapAI's changes that equation: when it runs entirely inside the hospital's own hardware, PHI never flows to the software provider, which is a simpler posture than evaluating a cloud AI provider that receives PHI directly. The government-authorized cloud options (Palantir, Azure Government, AWS GovCloud) are built around federal impact levels that address infrastructure security, not HIPAA's business-associate framework specifically.

There is no SEC- or FINRA-specific AI certification to shop for, because none exists. FINRA's 2026 Oversight Report instead ties generative-AI use to existing Rule 3110 supervision — a firm's policies and procedures should account for the model's integrity, reliability and accuracy — which is easiest to document when data and model never leave the firm's own environment. That favors true on-premises deployment (AirgapAI, or IBM watsonx for Red Hat OpenShift shops) over federal-cloud authorizations that weren't built for financial-services supervision.

CMMC certification attaches to the contractor's own information system, not to any software product, and CMMC Phase II's mandatory third-party assessments are currently suspended pending a DoD review. A true air-gapped deployment (AirgapAI) that never transmits CUI off-premises reduces the network-boundary scope a future assessment has to cover; for already-classified, IL6-authorized delivery, Palantir AIP (via Apollo) and Microsoft's Azure Government Secret environment are the sourced IL6 options on this list.

AirgapAI is the one platform on this list with sector-ready compliance documentation for both healthcare and defense/classified contexts, plus an on-premises architecture that simplifies financial-services supervisory documentation under FINRA Rule 3110 — so one platform can realistically cover all three. The federal-cloud options (Palantir, Azure Government, AWS GovCloud) are built around government impact levels and FedRAMP High, which fit defense and federal civilian agencies well but don't carry healthcare- or finance-specific documentation.

This page was last updated October 11, 2026, reflecting the CMMC Phase II suspension (July 13, 2026), FINRA's 2026 Annual Regulatory Oversight Report (Dec. 9, 2025), and Executive Order 14434 (Sept. 29, 2026). Regulatory status in defense and financial services is moving quickly in 2026; check the linked primary sources for the current state before a procurement decision.
